Good question but if you know current Indo-US relations, you won't have problem in understanding why there is difference in the way US behave with India and Pakistan.
1. Indian ICBM is actually supposed to be of range 5000 km which is not enough to reach US. Many Chinese experts have said that India deliberately released the data that this missile is of 5000 km so that it won't cause any concern in US. According to them, Agni-V is capable to strike 8000 km and beyond.
2. India is beefing up its military and due to various snags in weapons procurement with Russia like Gorshkov deal or Indian strategy to diversify its arsenal to reduce dependency on one country has opened the markets for various players. This means a billion dollar market which US needs for its economic revival. If you look at P8I,C-130, C-10 Globemaster deal etc., it has provided much needed orders to various US companies and saved hundreds of jobs.
3. With growing Chinese influence in economic and political field and its rise in military power, US wants to pitch India as counter weight to China in Asia. So in order to contain China which is much more important for US, it is taking steps to influence India on its side. Another factor is Indo-China growing relations which is not favorable for US.
This is few reasons for US is not creating fuss on Indian ICBM development and increasing defense ties.
As for Pakistan,
1. The recent strained ties between US and Pakistan has raised doubts among various skeptics in US that think Pakistan is double dealing with US vis-a-vis Afghanistan. OBL raid, Salala etc. just added fuel to these strained relations.
2. Many skeptics in US think that growing extremism in Pakistan can result in terrorists getting its hands on Pakistan's nuclear assets. They are way too paranoid, ignoring that Pakistan's nuke assets are well guarded.
3. Another factor is that due to emergence of two school of thoughts within Pakistan military can result in creation of anti-US military block within Pakistan which may have control on nuclear assets and which may pose danger to US in Afghanistan and its bases in nearby countries.
Kindly note that, I am just explaining what type of paranoia or risk US thinks off. Its not my views but the words of many experts and think tanks in US who are way too skeptical about present US-Pak relations.
