ISLAMABAD - Mystery still shrouds prolonged delay in the release of a key UN document that highlighted Pakistan's efforts towards nuclear non-proliferation. The top hierarchy of the international body has kept questionable mum over the issue.
The United Nations Permanent Mission in Pakistan had sent note verbale S/AC.44/2007/1 to the Chairman United Nations Security Committee regarding Pakistan's role in prevention of nuclear proliferation and Weapons of Mass Destruction (WMDs). The document was to be released on June 3, 2008 while it was released on August 3, 2010. The UNSC Committee was established in pursuant to resolution 1540 (2004) for the prevention of nuclear proliferation and WMDs.
Since August last year, The Nation had made dozens of attempts to get the UN's version in this regard but all these attempts went in vain. The UN Pakistan does not deal with the issue while top bosses at UN Headquarters in New York are silent over the issue. On August 26, The Nation had unearthed this matter in a news item. Prior to its publication, this scribe made several calls and sent several emails to UN Chief Spokesperson in New York Martin Nesirsky but UN's response was not received.
On December 27 last, a UN spokesperson at UN Headquarters, desiring anonymity, promised that he would give all the relevant details and UN's on-the-record version over the issue to The Nation not later than last Monday, January 3, 2011. Despite waiting till the filing of this report on Tuesday night, the official did not get back to this newspaper nor did he return calls and emails.
On the other hand, sources in international body cite the overwhelming influence of Indian diplomat Vijay Nambiar, Chief of Staff to UN Secretary General Ban Ki-moon, as the key sole reason that explained why a note verbale that proactively reflected Pakistan's efforts to curtail the spread of nuclear proliferation and WMDs could not see light of the day for 26 good months. Nambiar had assumed the charge of his incumbent duties on January 1, 2007. The Indian diplomat was reportedly instrumental in stopping and discarding some hard-hitting annual reports of UN agencies regarding India's atrocities in Occupied Kashmir.
So we can say that UN is hacked or become a useless organization defining its role in key problems showing its monopolized politics, organization which must be non polarized!
