In yet another harshest retaliation to US arrest of Indian female diplomat, India on Tuesday withdrew all ID cards provided to US Consular officials. This has been termed as a reciprocal measure taken by the New Delhi government in retaliation against the alleged harsh treatment of its deputy consul-general Devyani Khobragade in New York following her arrest in the alleged visa fraud case involving a maid she had taken from India.

The retaliation by Indian authorities is harsh, to say the least, and disproportionate to the maltreatment meted out to Khobragade. This shows that the lady diplomat was not a mere consular officer, she meant much more than a diplomat to Indian authorities and Indian establishment.

Some analysts believe that Ms Khobragade, though a career IFS officer, could be an under cover RAW agent posted to its New York post and her arrest at subsequent humiliation at the hands of US authorities was a message, loud and clear, that they know the identity of Khobragade and her cover was indeed blown up.

This fact got further credence from US evacuation of Devyani’s maids family from India before arresting the diplomat in order to put them out of harm’s way in India. As per procedure, US should have deported the maid after her passport was cancelled by Indian authorities but US desperate action to protect the maid and her family going out of the fold of law clearly suggests that Americans had already laid their hands on some of the movements of the diplomat and were keenly watching her movements through the maid who might have been hired by CIA.

It may be pointed out that Devyani’s dad, a senior civil servant, had already suggested that her maid was on the payroll of CIA and she was spying on the diplomat. The India’s anger clearly point out that Devyani Khobragade was not merely a consular officer.

Visa row: India withdraws ID cards of US Consular staff

Following the end of deadline given by India, the government today withdrew the identity cards of the US Consular staffhere, in the backdrop of a raging diplomatic row concerning arrest of Indian diplomat Devyani Khobragade in New York on December 12.

India has decided to take “firm reciprocal steps” following the end of the deadline for surrender of identity cards provided to US Consular Staff in India. As a result, all identity cards provided to US Consular officials now stand withdrawn, according to sources.

The new cards that will be provided to the US Consular Staff in exchange of the withdrawn old ones will be “exact replicas of cards provided to Indian Consulate officials in the US,” sources said.
These new cards will now be given only to the US Embassyofficials and not to their family members as was the old practice. Family members of Indian Consulate officials in the US are also not provided such cards.

Officials said this will ensure “strict reciprocity” in terms of the identity cards being carried by Indian and US consular officials in each others’ country.

Adding fuel to the fire, US consular staff will now only be permitted to import their requirements during the first six months of assuming office as is provided in the Vienna Convention for Consular Relations. Previously, they were allowed to import their requirements over the three-year period of tenure.

India today also maintained that the freeze on import of liquor and food will also remain and there is no relaxation on that issue.

The government is also believed to be “analyzing and assessing” steps to be taken regarding US schools present in the country and how the teaching staff will be handled.

India maintained that in taking certain measures concerning the traffic arrangements in front of the US Embassy in New Delhi, it has not compromised on the security aspect.

“Changes have been made in traffic movement patterns. No changes have been made in security status of US Embassy in New Delhi and the security personnel remain deployed at check posts there,” the source added.

A 1999-batch IFS officer and deputy consul general, Khobragade was handcuffed and cavity-searched after being arrested by New York Police Department on alleged visa fraud charges and underpaying her housekeeper Sangeeta Richard while she was dropping her daughter to school on December 12.

She was later released on a $250,000 bail and denied making any false claims while accusing Richard of extortion, theft and blackmail.
