The guy questioned the quality of ration available to Soldiers at border. Now what make you think that he is not courageous? will he run away leaving his post as he has issues with quality of food? Never.. He can very well fight with Pakistan army till last bullet. Courage doesn't come from Food/Cloths/Weapons etc. It come from the deep love that we have for out Mother land.. and yes the quality of food for these soldiers should improve. Already in last Audit by the CAG this proposal was made and it is taken care of.

Now you tell me where is your courage? Your Army is well fed, you have better Weapons and You have support of All weather friends CHINA, then why don't you attack and liberate Kashmir? Where is your Courage?

Well his statement is meant to keep you on your toes. And according to @DesiGuy it is very courageous thing to do. Anyway General Rawat do't have power to Conduct surgical strikes. This decision will always be taken by the PMO. And these kind of Statements from high ranking military generals is common thing on both sides. I don't think there is much to talk about that.
