Indian army peace time border security capability

Scenario : Few days back, two rockets exploded two miles inside Indian territory from buffer zone. In response Indian army without any confirmation start firing toward Pak zone. Within few minutes put the allegation, that rocket came from Pakistan side, but not sure.
Now, this region is heavily fanced and lots of gadgets.sensors installed to check incoming from air or ground.
Question : How come Indian forces unable to determine the direction of incoming rockets , (or if it might be smuggling attempt for some big adventure?, Or someone insider exploded to create havoc among locals and Indian army ? )

Its not the army deployed on border but Rangers on our side and BSF on theirs.Both are para military forces and thus limited in capability.The things are different on LOC.

Sir may be by watching all previous indo-pak war. Anyway Pakistan goverment not having any control over pak army. We should talk to pak general. He the one whose under ceasefire violation going on.
