That's because the Pakistani high commission is in Delhi whereas the paper is published from Chandigarh and the incident itself took place in Chandigarh.

We all know where the semi-final took place and where Chandigarh is. One should be able to comprehend the psyche of a post before showing frivolousness in a reply. The TOI published the incident from Delhi with a pathetic distinction. Jeez do you even catch the drift.
