yeah it will be but remember OP's pic clearly shows a smoke trail and harpy uses turboprop, its definitely a ATGM of some kind

Yes it does.
It's a bit like few unsaid rules of engagement. If there are changes, they are incremental, and all changes are mtched by both sides. Like Pakistan started implementing 50 cal AMR's in Sniper roles, so India did the same in 338LM. If India starts deploying loitering Weaponry, within no time PA will use the same.

More clear pic post soon. ... this seems delta shaped loitering weapon ..flying pattern and hitting the target is exactly same used in NK war. But this is not ATGM. This is new level of war.

I can't really be sure from the picture however if India is using a loiter drone for NLOS attack, it just escalated the dynamics and shouldn't start its regular randi rona when there is N+1 response from Pakistan. Missile engagements till now have been line of sight weapons, upgrade to non line of sight smart weapons opens the door for a lot of things, this will not be good for both sides.
