SAFETY AND SECURITY: The State Department is concerned that there is a continuted risk of terrorism in Southeast Asia, including in Thailand. U.S. citizens traveling to Thailand should therefore exercise caution, especially in locations where Westerners congregate, such as clubs, discos, bars, restaurants, hotels, places of worship, schools, outdoor recreation venues, tourist areas, beach resorts, and other places frequented by foreigners. They should remain vigilant with regard to their personal security and avoid crowds and demonstrations. For more information on terrorist threats against U.S. citizens worldwide and steps to take as a result of these threats, please see the Worldwide Caution.

From May 2008 - April 2009, political protests on the streets of Bangkok involving anti-government and pro-government demonstrators led to the death of eight Thai citizens and injuries to over 700, including a U.S. citizen who was injured by an exploding tear gas canister, and an additional death in Chiang Mai. Most of the casualties occurred around the Government House compound and the two Bangkok airports, Suvarnabhumi International Airport and Don Muang Airport, which were temporarily occupied by the People's Alliance for Democracy (PAD). Thailand experienced similar demonstrations, primarily in Bangkok and Chiang Mai, during the political unrest that led to a military coup in September 2006.

The Department of State advises all U.S. citizens residing in or traveling to Bangkok to monitor events closely, to avoid any large public gatherings, and to exercise discretion when moving about Bangkok. All demonstrations are unpredictable, and any demonstration can turn violent without warning. For this reason, the Embassy encourages all U.S. citizens to monitor local media for announcements of possible demonstrations and to avoid the areas where demonstrations might occur. If a demonstration is expected to pass near U.S. Embassy facilities, Embassy entrances and functions may be restricted, depending on circumstances.

The far south of Thailand has been experiencing almost daily incidents of criminally and politically motivated violence, including incidents attributed to armed local separatist groups. On March 15, 2008, two bombs exploded at the CS Pattani Hotel in Pattani Province in southern Thailand. Two people died and thirteen were injured. A car bomb exploded in Yala Province on the same day, killing the driver. Although the separatist groups have continued to focus primarily on Thai government interests in the southern provinces, some of the recent violence in the area has targeted public places, including areas where tourists may congregate. On September 17, 2006, a series of bombs detonated in a commercial district of Hat Yai, killing one U.S. citizen and injuring another. In 2005 two U.S. citizens were injured when a bomb detonated in the Hat Yai airport. Attacks in the area have increasingly been targeted against commercial areas where foreigners congregate. The U.S. Embassy prohibits U.S. Embassy personnel from traveling to the far south of Thailand - Narathiwat, Pattani, Yala, and Songkhla provinces, including the town of Hat Yai - without prior mission approval, and Embassy personnel may travel there only on mission-essential travel. The Department of State urges U.S. citizens to defer non-emergency travel to these areas. If U.S. citizens must travel to these areas, they should exercise special caution and remain vigilant with regard to their personal security. Travelers should be aware that Thai authorities have on occasion instituted special security measures in affected areas, such as curfews, military patrols, or random searches of train passengers.

The U.S. Embassy recommends that U.S. citizens defer travel along the Thai-Cambodian border in the area of the Preah Vihear temple because of a border dispute between the two countries. Thai and Cambodian soldiers have been stationed along the border in this area since July 2008 and have exchanged gunfire on several occasions. Until the situation has been resolved, U.S. citizens should exercise extreme caution if they must travel to areas along the Thai-Cambodian border where troop activities are reported.

From 2004 to 2006, seven Lao-American and Hmong-American citizens were murdered in northern and northeastern Thailand near the border with Laos. During the same period, a number of non-U.S. citizens with ties to Laos were also murdered in this region of Thailand. In addition, in March 2006 a Hmong-American disappeared from his residence in Chiang Mai along with seven other individuals. In most of these cases, no arrests have been made. If U.S. citizens, particularly Lao-Americans or Hmong-Americans, travel to these areas, they should exercise caution and remain vigilant with regard to their personal security. It is also recommended that persons wishing to travel to border areas check first with the Thai Police and the U.S. Consulate General in Chiang Mai, the U.S. Embassy in Bangkok, or the U.S. Embassy in Vientiane as appropriate.

The Thai/Burma border is the site of on-going conflicts between the Burmese Army and armed opposition groups as well as clashes between Thai security forces and armed drug traffickers. Pirates, bandits, and drug traffickers operate in these border areas. There remains a possibility of significant flare-ups of military activity on the Burmese side of the border that could spill over into immediately adjacent areas of northern Thailand. Visitors should travel off-road in undeveloped areas only with local guides who are familiar with the area. Border closings and re-openings occur frequently, and U.S. citizens considering traveling into Burma from Thailand should be aware that in the event of a border closure they may not be able to re-enter Thailand. In light of the continuing unsettled situation along the Thai border with Burma and the possibility of frequent closings to all traffic, the Department of State recommends that all U.S. citizens exercise caution when traveling in remote or rural areas immediately adjacent to the Burma border.

Tourists should obtain information from Thai authorities about whether official border crossing points are open, and should cross into neighboring countries only at designated crossing points. Licensed guides can help ensure that trekkers do not cross inadvertently into a neighboring country.

Daewoo Bus Hostess Raped in Pakistan

Remember the ticket collectors on the Korean buses in the past? It seems that they are still in use on Daewoo’s bus service in Pakistan and the recent rape there, at least according to Daewoo-Pakistani Bus Company’s CEO, C.I. Kim(slow to load), is an indication of the prevailing law and order (I think disorder would have been more appropriate) in Pakistan. He has generously agreed to pay restitution to the young woman and pay her hospital expenses. Mr. Kim has called upon the Pakistani government to protect not only his employees but the passengers as well.

An article reporting the rape said:

“This is the first incident of its kind since Daewoo launched its service way back in the mid-90s. The apathy shown by the Daewoo van driver and the security guard accompanying the unfortunate girl to her house late night was said to have actually facilitated her kidnapping and subsequent rape as both men did not challenge the boys when the helpless girl was being dragged out the van in front of their eyes. According to investigation conducted by The News, a 20-year old matriculate girl (her name is being withheld as per the newspaper’s policy) had completed her night duty at around 12am (Sunday). As per routine, a gunman and a driver were dispatched to drop her at home. As their van left the Daewoo bus terminal, a car started chasing them. After travelling some distance, a young boy got out of his car and asked the driver to stop the van. The boy was holding a gun in his hand and he made the driver and the gunman sit quietly. He took the girl out of the van and made her sit in the car, which his friend was driving. “
 
German tourist's rape: Two youths identified

CHANDIGARH: The police on Monday identified two youths from Ambala in Haryana, who could be involved in the alleged abduction and rape of a German tourist here.

Refusing to name the two youths, ASP Madhur Verma said, the car used by them to dump the girl was recovered in Ambala. He said police teams had been rushed there to nab the youths.

A case of attempt to rape, abduction and molestation has been registered against six youths in connection with the incident. The CFSL would submit its report within the next three to four days and it will be a "conclusive evidence" against the culprits, he said. The police have also intimated the German Embassy in New Delhi about the incident.

Six youths had allegedly abducted and raped the German tourist from the parking lot of a hotel in Chandigarh's Sector 17, early on Sunday, just a day after the Union Territory administration launched the tourism police.

The victim had bite marks on her body. In her complaint to the police she alleged that the youths had beaten her up. Her clothes were also torn. Her medical examination on Monday confirmed that she had been raped, the police said.

Earlier, the police had said she was giving conflicting statements leaving them clueless. They admitted, however, that the bruises on her body indicated it was more than just a molestation bid.

The victim told the police that she had gone to the hotel for a party on Saturday night and had some drinks there. Around 2.20 am, she stepped out for a smoke. She found a group of youths standing by a Scorpio. She got into a conversation with them and agreed to take a ride with them. But she was allegedly whisked away before she could raise an alarm.

According to another version, however, she had come out of the hotel for a smoke and saw some youths standing near a Scorpio. She was in an inebriated state and told them that they had parked the vehicle wrongly. One of the youths then told her to park it the right way. She got into the vehicle and drove out of the parking lot towards Matka Chowk, from where the youths took the vehicle, taking her along with them. Ten hours later she was dumped in Sector 20.

She later told the police that the youths kept driving for some hours before taking her to a room, where they tried to rape her. When she resisted their attempts, one of the youths thrashed her and tore her clothes.

Around 9 am, they took her out of the room and again drove for about four hours before transferring her to a white Maruti car in which two persons were sitting. The duo dumped her in Sector 20.

A police officer said she had given the registration numbers of the vehicles, but one of which was found to be fake.

The German said she had come to the city on September 23 to attend the wedding of some Indian friends.

The police swung into action in the morning. Police teams were dispatched to raid resorts, hotels and guesthouses in Zirakpur, Panchkula and nearby places. Chandigarh SSP S Srivastava had said the accused had been identified as residents of Ropar and raids were being conducted to nab them.

Tourists Beware – India, a Major Rape Destination

Whether it comes to money, God, minorities or women, what Indians say and what Indians do are two totally different things.

Take Rape for instance.

Indian mythology and culture talk of women’s exalted status in society. But the reality is a completely different animal.

Throughout much of Indian history, at every stage of a woman’s life she’s been ill-treated – often made to work like a farm animal, tortured for not bringing enough dowry, abused constantly, subjected to biased treatment compared to her male siblings, occasionaly burnt alive and frequently the target of rape.

The latest report of the Delhi-based National Crime Records Bureau shows India’s shameful record when it comes to rape.

In 2007, there were 20,737 reported cases of rape. This works out to a horrific 2.37 rapes every hour.

As you read this piece, some unfortunate girl, woman or child is likely being raped in India.



Since 1971, the incidence of rape in India has increased by a whopping 734%.

Given the social stigma attached to the victims of the crime rather than the perpetrators and the bias of the Indian police and society against women, we believe the real incidence of rape in India could be 20 times as high as the reported figures because many women do not come forward to report their rapes or are shoved aside by the legal system.

So the real rape figures for India could be as high as 400,000.

The majority of rape cases reported were for women in the 18-30 age group (11,984 cases) followed by women in the 30-50 age group (3,530).

Geographical Spread
The central Indian state of Madhya Pradesh is India’s rape capital with 3,010 reported rapes last year followed by West Bengal with 2,106 cases.

India’s capital Delhi, also a major tourist destination, is a favorite haunt for rapists.

Last year, there were 598 reported cases of rape in Delhi. As per the National Crime Records Bureau statistics, Delhi accounted for 29.5% of rape cases, 21.5% of molestation cases and 31.8% of kidnapping and abduction cases among 35 Indian cities.

Courts Unhelpful Over Rape
Indian courts are notoriously slow and media reports suggest they are corrupt too.

According to the National Crime Records Bureau, last year 82% of rape cases under the Indian Penal Code were pending in courts, i.e. stuck in the Indian judicial hellhole.

Remember it can take several years – and sometimes even decades – for cases to vend their way through Indian courts.

Foreigners Raped Too
It’s not just Indian women who undergo the trauma of rape.

Rapes and crimes against foreign women are not unknown in major tourist centers like Goa or Delhi.

Some of the foreign women were even murdered after being raped.

As was demonstrated in the rape and murder of 15-year-old British teenager Scarlett Keeling in Goa, Indian police is notoriously corrupt and hopeless inefficient.

The Indian police initially tried to cover up Scarlett Keeling’s murder callously stating that she drowned after taking drugs.

It was only after the 15-year-old girl’s mother raised hell that a second autopsy was conducted and the truth about the teenager’s rape and murder came to light.

A Reuters‘ story quoted Goa’s Tourism Minister Francisco X. Pacheco acknowledging the murder of the young girl:

This is a clear case of murder and it has gone out of proportion because the police tried to cover it up.

Recently, there was the alleged rape of a young German girl in Goa and the hard time her mother’s been having in getting justice.

When we were young and growing up in India, we used to occasionally come across reports of women and girls being raped inside police stations. We are not sure if Indian policemen still engage in such heinous practices.

Think and Think Again
So, all ye folks in the West – the next time you think of adding India to your tourist destination list, think twice.

Think a 100-times because India is also one of the world’s major rape destinations. Always remember to multiply by 20 the official rape statistics coming from India.

And God Forbid if you were to be raped, attacked or murdered, you and your family will find it almost impossible to get justice in India.
