Yes, very hard, the world has 1 main IP main server(in US) and 12 vice main IP main server(in which 9 in US, two in EU, 1 in Japan)
I think what you meant is DNS server, which is different than what I said, IP is a batch address, it's a protocol address that's related to the webpage. Currently US department of Commerce is in control of IP address distribution, control and management
DNS server on the other hand is a conversion of domain name (such as Yahoo into IP address (such as 123.123.123.123) basically domain name is governed by domain name registra and their respective databases are store in their main server
As I said you don't need domain name to access the Internet, but you need IP address and only US government have a say on IP address at current form
