Russia brought Indians in and Pakistan didnt object.
since then Indians have raised objections on every project or plan that involves Pakistan in the SCO related cooperation and development of trade and infrastructure. meaning the member states have to come with alternatives.
membership is only through unanimous vote and Pakistani govt of the time was sleeping.
