I don't understand. If BD is in talk with Russia, then what's the issue of Russia roping in India(for financial purpose off-course).

Except for psychological issue which's been shown in last few posts.

Hmm maybe Russians are thinking of manufacturing reactor vessels here (L&T does that) and handling logistics.

I mean defense ministry vetoing deals?! It's a civilian power plant, we're not going to rig it and make it explode :P

You need to understand the political implication of this, a power plant is not a issue, we already have deals in the works for power stations with india. The purchase of nuclear reactors are a totally different kettle altogether, this has been going through parliament for while now, the supply of reactors are in early stages between Bangladesh and Russia.

Bangladesh Atomic Energy Commission (BAEC), has opted to build a 1100 MWe plant with either Russian or South korean help. It's not anything against india par say (Dhaka has signed a memorandum of understanding (MoU) with China, France, India and USA also). It's just that a 200MW is not in the plans, and trust me the DM will interfere in any strategic purchase (it has before).

DHAKA — Bangladesh will sign a deal with Russia to build two nuclear power plants at a cost of at least three billion dollars in the electricity-starved Asian nation, Dhaka's atomic energy chief said Sunday.

The two sides would sign the agreement when Bangladeshi Prime Minister Sheikh Hasina visits Russia later this year, said Mosharraf Hossain. "We have finalised the deal. The cabinet early this week approved the draft," he said.

Russia will build the 1,000-megawatt plants near Bangladesh's northern town of Rooppur, with the projects expected to be finished by 2017.

Bangladesh has long suffered severe power outages due to demands imposed by its fast-growing economy, which has been growing at around six percent a year since 2004.

But the crisis has worsened this year, as the gap between demand and supply shot up due to years of under-investment in new power plants.

The International Monetary Fund last week said the country's economic growth would slide to five percent a year -- the worst performance in eight years -- largely due to the worsening energy crisis.

In 2007, Bangladesh received approval from the International Atomic Energy Agency, the industry's global watchdog, to set up a nuclear power plant.

Experts say Bangladesh's gas reserves are also fast depleting, forcing the country to look for alternative sources of energy.

Diplomatic Correspondent As part of ongoing cooperation with Russia on nuclear power project, the government is set to sign several vital technical deals in the next few months that will ensure dumping of nuclear waste back to Russia.

“We are discussing a wide range of possible areas for cooperation, including site selection, design, construction and operation of nuclear power and research reactors, desalination plants and particle accelerators,” Foreign Minister Dr Dipu Moni said.

Bangladesh and Russia will sign several technical deals, which also includes the “export of Russian-origin used nuclear fuel,” implying the possible return to Russia for long-term management and permanent disposal.

Earlier, on May 21, the two countries signed a framework agreement on nuclear power plans to build a 1000 MW nuclear plant at Rooppur for about $2 billion, with the hope of having the plant operational in 2014.

Speaking at a press conference, the foreign minister said that Prime Minister Sheikh Hasina is expected to visit Moscow when a complete deal on nuclear cooperation will be signed.

Dipu Moni said Russian Atomic Energy Corporation “ROSATOM” chief Sergei Kiriyenko visited Dhaka last week and discussed with authorities concerned the areas for peaceful usage of nuclear energy.

She said the framework agreement also covers cooperation in the exploration and development of uranium and thorium deposits, the supply of nuclear fuel for power and research reactors, radioactive waste management, regulation, ensuring nuclear and radiation safety and security, and the physical protection of nuclear and radioactive materials.

Replying to a series of questions, Dipu Moni said Bangladesh and India will sign an interim agreement on Teesta water sharing soon and both the sides have exchanged drafts of the agreement.

In this context, she said a Bangladesh delegation led by the water resources secretary had talks in New Delhi on June 2-8 and hoped that both the countries would be able to reach an understanding soon.

Turning to Indian proposals for Sky Marshal in Indian aircraft and special security at Indian High Commission in Dhaka, the Foreign Minister said there is no legal or diplomatic bar to allowing Sky Marshal in Indian aircraft flying to Bangladesh or for internal security at the Indian High Commission.

She said, “the proposals are new to us and we are discussing issues like how much access will be given to the Indian Sky Marshal.” She said, as per the Vienna Convention, the host country looks after the outside security of a foreign mission and internal security is maintained by respective foreign mission.

In reply to another question of maritime boundary disputes with India and Myanmar, she said Bangladesh is making efforts to resolve those through bilateral talks.

“If bilateral negotiations fail then we will have the option of UN arbitration,” she added.

She also informed Bangladesh has already completed the seismic survey in the Bay of Bengal and work for date processing is going on to submit Bangladesh's claim on continental shelf to UN by July 11

WAS an uncrowned super-power now its buying aircraft carriers from france.

Dont understand the mentality of Indians here..why do BD needs India for nuke power which it can have independently from China or Russia alone?? the two who can finance it as well.

This situation might be temporary true to awards the Indian commission agents but how long AL government is gonna survive anyway?

next china in the next decade india will have more expertise on civil nuke maintainence and research than china I.E use more nuke electricity, so in such a condition china is waste.Yes japan or SK would have been better than china.

Russia can offer any tech reactor to any country without any restrictions.and indias can atleast suppy heavy water,do maintainence help in construction.Barc can even supply small reactors. And the best things about india bangladesh is they get a lot of stuff on subsidies and soft loans...
Bottom line is india is a good friend but a worst enemy.

Just to give you guys an idea, India has more operational nuclear reactors at present than China. India's 22- China's 12.

This is still at proposal stage and may or may not happen. But this is what the joint Russian-Indian statement refers to.

Besides with a number of nuke plants coming online in India itself in the coming years, there is a good chance of India beoming a part of the nuclear energy supply chain.

This news article is a pure bs.... Why the he'll Russia will need India to provide nuclear power plant to Bangladesh and srilanka when India it self signing deals with others to get nuclear equipment and power Plant and above all it is a non signatory member of IAEA.... So it will never have a nuclear exporting business unless it sign the protocol of IAEA..... With the blessing of USA and by agrreing to dance under its tune it got the favor of getting nuclear equiment, uranium etc as an exception .... For this it had to stay away from Iranian gas deal as USA threatened India not to take part in it otherwise the deal will be cancelled .... After getting the threat it requested USA not to make any public demand as we are trying to show world that we have independent foreign policy.....

Just look south Korea or France or other country.... Do they include other country to provide nuclear reactor to other country and why the he'll Russia should do it.... N create it's own competitor and when whether India can take part in it is disputable as it is not a member of IAEA....

Please do not post this sort of bs... India will face some serious consequence in the coming days .... If any relation between Indian nuke and Israel is revealed.... As it is
already speculated that India helped to explode israels nuke in 1998... In India during their own nuclear explosion....

Bangladesh should stay away from the deal if India is involved at least in terms of any nuclear deal....

Please stay on topic, as I have mentioned this deal is already in early stages and signing of contracts are due around march 2011. It is not possible for us to purchase reactors from india or purchase fuel and support services under IAEA rules, and finally at the moment india does not produce 550-600 MW reactors.

This is wrong. India's been producing 500MW reactors for a long time

Indigenous atomic reactors include TAPS-3, and -4, both of which are 540 MW reactors.
