India-Russia aircraft carrier deal on the rocks

I don't think so you guys will get over with Russia, you draw pleasure from the pain given by Russians:lol::lol:

Regarding getting over with russia is stupidist thing one can ever made, even if delay that have taken place it doesn't mean we should pulled over from it because IN have already drawn its doctrine that it will have to implement in near future once it get gorshkov commissioned into it and upon this naval doctrine it has made several critical decision regarding purchases and building of severl others destroyers, frigates, fighter planes submarines, AEW etc which will form the carrier group and hence if we pulled over from it then we will also have to alter all other ongoing induction of all other naval platforms which will give an emmense pain as compared pain that we will sustain from cancelling the deal of Gorhkov.

True! however to build an aircraft carrier on your own in another story and will place tough challenges ahead of india and for that again you will need assistance to get through.

there is no doubt it will be tough, but then again the first step is always the toughest. we cant avoid taking that first step forever. if there is somebody willing to assist us, that first step will be that much easier. if not, it'll be harder, but we'll learn on our own and wont have to worry about it ever again.

self-sufficiency is not something that can easily be achieved, especially for a nation like india with a limited military budget. but if we dont try now, we'll never be self-sufficient. obviously we will have delays and cost overruns at the beginning, but we'll have to take it as learning experience

One thing that I also would like to add over here is that Industrial and Technological exellence that is being prevailing over India right now. When Indian had taken up major defence project like Arjun or Tejas, on those occasion India's economic strenght and Industrial mettle wasn't attrative as it is now. On the face of it India's several R&D labs during those occassion were primarly comprises of public sector segments. But now situation is that Government has allowed entrance of Private sector groups like Larson and Turbo which already proves it technolgical and Industrial competence all over the world.

Blessing in the form of Technological excellence that is present inhouse, Economic prosperity, willingness of foriegn firm to collabrate with us, entry of private firms, thriving ship building industry will made construction of Air defence ship much smoother as compared what we had taken the pain in the form of Tejas and Arjun.

India has agreed to pay Russia a higher price for a delayed aircraft carrier, but analysts said problems with the deal underlined growing unease between one of the world's biggest arms buyers and its most trusted supplier.

The delivery of aircraft carrier Admiral Gorshkov has been pushed back four years to 2012 and would cost India an additional $1.2 billion in refitting costs, Vijay Singh, India's defense secretary, told reporters late on Wednesday in New Delhi. In 2004, India and Russia signed a $1.6 billion deal to bring the Admiral Gorshkov to India by 2008.

But the Russians have postponed delivery, citing technical problems and overhead costs, while pushing the price up to $2.7 billion. Analysts said Russia was playing hard ball partly because it was uneasy about India's growing ties with the United States and its plans to buy more weapons from Washington.

"Clearly, the Russians do appear to be now sending a message to India," Manoj Joshi, strategic affairs editor of The Hindustan Times, wrote in his column. "They are saying that they are not happy with Indian moves to get closer to the U.S."

India is emerging as one of the world's biggest arms buyers, and is planning one of its biggest ever arms deals, a $10 billion deal to buy 126 fighter jets.Defense Secretary Robert Gates was in India this week to push American bids for that deal and promote closer defense ties with India.

"The Russians are unhappy that India is moving closer to the U.S. who have just entered the market, while India does not want to put all the eggs in the Russian basket," Ashok Mehta, a retired army general, said.

TRIED AND TESTED FRIEND

India plans to spend $30 billion on imports over the next four years to modernismodernizee its largely Soviet-era arms and is looking beyond Russia for new weapons systems.

Indian military officers have privately criticized the government for bowing to Russia's demands, but analysts said Russia was a tried and tested friend.

Joshi said India should remember the "friendship prices" from Russia that enabled it to equip the world's fourth largest military since the late 1960s, and other analysts said New Delhi was wise to maintain a close relationship with Russia.

"There are some changes with more players like the U.S. entering the Indian market," Brahma Chellaney of the Centre for Policy Research said in New Delhi. "But fundamentally India's relationship with Russia will not change and they will remain India's main military partner for some time."

It is a dilemma for the indians---stick with the russians and you have the old faithful---move over to the new and pretty---usa---and pakistan is ready to claim the vacant spot---america moves out of afghanistan---russia sees the light at the other end of the tunnel---aka---the gwadar port---either the u s will have to admit about the importance of Gwadar---the reason they are still occupying afghanistan, or accept their losses and leave---wish it was so simple---. India will have to pay the price for its toys---that is how you tell the men apart from the boys.

Meanwhile, India has agreed to pay an additional billion dollars to complete the delayed refurbishment of the Russian aircraft carrier Gorshkov. The Russians not only demanded more money, but also admitted that a labor shortage would delay delivery until 2012.

The new deal will cost $2.5 billion. This includes the purchase of the Gorshkov, and Russian shipyards performing repairs, modifications and upgrades.

The defence secretary headed a delegation to Russia in February to salvage the capsized Admiral Gorshkov deal and to mend the recent Indo-Russian bad vibes. Media reports speculated that India has agreed to pay up much of the fresh demand of $1.2 billion for the aircraft carrier Gorshkov (now INS Vikramaditya), and the additional bill would be negotiated soon by the two parties.

Let's revisit the imbroglio. The original deal India signed in 2004 was for $1.5 billion ($974 million for refitting and upgrading the partly-gutted ship, and the rest $526 million for 16 MiG-29K fighter jets and six Kamov-31 helicopters). Last November, in typical Putinesque brinkmanship, the Russians whimsically jacked up the price of Gorshkov by $1.2 billion.

So the Russians knew we were ripe for extortion.

NEW DELHI: The government admitted in Parliament on Wednesday that several naval deals, including ones with the United States and Russia for warships, were facing rough weather.

While the U.S. amphibious assault ship, ‘USS Trenton’ was purchased merely after a “visual inspection,” the modernisation of the Russian aircraft carrier, ‘Admiral Gorshkov,’ has run into time and cost overruns.

Though Trenton encountered time and cost overrun problems, the difference was not as huge as in the case of Gorshkov. In case of the Trenton, the delay was of six months and the cost overrun amounted to about $5 million. But for Gorshkov, the Russians are seeking an additional $900 million and the ship is likely to be delayed by four years. The Trenton has since been renamed ‘INS Jalashwa’ while the Gorshkov will be known as ‘INS Vikramaditya.’

Replying to a question in the Rajya Sabha, Defence Minister A. K. Antony admitted that the American ship was not only bought after a “joint visual inspection” but was 36 years old and the Navy has assessed its residual life to be above 10 years.

In case of the Gorshkov, the Parliamentary Standing Committee on Defence noted that the delays have been caused because of change in scope of work. “The deal appears to have become fait accompli with little scope of effecting economy,” said its report, adding that instead of three aircraft carriers, India had just one. Even this was to be retired this year when the Gorshkov was expected to arrive. But the sole functioning aircraft carrier would have to be pressed into service for another four years till the Gorshkov is modernised and trials held on the high seas. For Gorshkov, the Russians are seeking an additional $900 million and the ship is likely to be delayed by four years.

But a recent report by the Comptroller and Auditor General of India (CAG) went beyond the usual time and cost wrangles in case of naval projects by noting that in case of the U.S. ship, “restrictive clauses raise doubts about the real advantages from this deal. For example, there are restrictions on the offensive deployment of the ship and permission would be given to foreign government [the U.S.] to conduct an inspection and inventory of all articles transferred under the end-use monitoring clause of the Letter of Agreement. Given that the ship is of old vintage, Indian Navy would remain dependent upon foreign-based support.” However, a U.S. officially recently refuted these observations.

Undecided

The purchase of another urgently required piece of naval hardware — deep submergence rescue vehicles (DSRV) — has remained undecided after six years.

The ships would be utilised to rescue sailors trapped in a sunken submarine. In its absence, 118 Russian naval personnel met a slow and agonising death after their submarine Kursk sank in the Barents Sea in 2000.

Diving support

The Indian Navy presently operates a diving support vessel which uses a rescue bell to rescue personnel from a submarine in distress. But the bell has depth limitations. As an alternative till the DSRVs are inducted,

India has tie-ups with an advanced navy to provide urgent assistance in case of a mishap. The Navy has 16 submarines and according to a CAG report, the overall operational percentage is dismal mainly because of the age of part of the fleet.
