Rich is always relative. An american plumber is pretty rich for any of south asian worker. But for an average swiss, he is pretty poor.

Likewise, Indian government is pretty rich if you look at Pakistan's perspective. But it is absolutely poor if you look from Chinese government or American government perspective. Most likely Pakistan's FM is only talking about government. Who cares about people anyways? Not the Pakistan's government atleast.

Indian government is fairly rich. It is one of the few governments in the world that can afford a nuclear program, a space program and its own fighter jet program without going bankrrupt. That is Rich. Indian government is rich ruling over vast number of poor people.

India ranks 8th in countries by govt revenue. Thats rich government. Pakistan's government is at #56. So yes, it is totally understandable if Pakistan's FM says India is rich. Indian government is indeed VERY VERY rich compared to Pakistan's.
