MRTA is a military transport aircraft just like the IL 76, only smaller. It will could be converted to carry troops, but is not meant as a civil passenger aircraft. Btw, there were already plans for an Indian regional civil passenger jet:No buddy, we dont have the technology.... and moreover competing with boing, we dont even have a fair chance , Boing has a great reputation in this field.... It will take another 1or 2 decades for us to manufature aircrafts such as boing 777, Well after We get technology from MRTA we can have a go of passenger aircrafts with jet engines... till then this is the best. and not to forget, the MTA will also be modified into a passenger aircraft of a 100-seater capacity. It would be good though if there are international customers for that.

...In 1996, then Prime Minister HD Deve Gowda (in between yawns, no doubt) said in his speech during Aero India that his government had given the scientific establishment the task of developing a 50-seater turboprop airliner and a 100-seat jet airliner. These visions changed somewhat, and the current government, in its first stint in power sanctioned the development of a 70-110 seat civilian airliner for the Indian market. While the money has already begun to flow into the programme, so far only preliminary conceptual studies have been carried out on the RTA-70 pictured above. These studies, according to NAL, include "computational fluid dynamics, wind tunnel studies and multidisciplinary design optimisation (MDO) studies".

The ATR series of aircraft is already a popular short ranged prop. aircraft that is widely used, even in India. And then you have newer aircraft from proven companies like Saab, like the Saab 2000 which are also propeller powered regional aircraft .
India is entering a very tough market for any International customers without any actual experience or track record in manufacturing aircraft. It's going to take a LONG time before any international airlines would be interested in buying this concept if HAL actually goes through with it.

I agree and as we see at Dhruv exports, even the low costs won't be a big benefit, because the competition is too high and our reputation too low. I think the RTA will remain with orders mainly in India and possibly some Asian, or African countries and won't enter the fight for big deals.Who really is going to buy this new regional aircraft that India is developing ??

You have to understand the Indian commercial aviation industry a little bit better, private companies have come up in good numbers just by the demand for services between the major cities.
