Thank you for your observation.But my dates are alright.The concern has been equally voiced by the President and in the report as well.

Indian President Pranab Mukherjee has said that India is ready to extend the hand of friendship to Pakistan, but it should not be taken for granted.
In his address the nation on the eve of India’s 64th Republic Day, Mukherjee said, “We believe in peace on the border and are always ready to offer a hand in the hope of friendship. But this hand should not be taken for granted.”
Acknowledging the fact that tensions between the neighbouring states act as a subtext of frontiers, Mukherjee also expressed concerns over sponsorship of terrorism through non-state actors.
The Indian media had earlier quoted Indian Defence Minister AK Anthony as saying that it is “too early” for India to normalise relations with its neighbour as infiltration attempts continue across the border.
Tensions between India and Pakistan were heightened earlier this month after a series of cross-border exchanges in the disputed Kashmir region wherein which five soldiers were killed on both sides. Two Pakistani soldiers were killed on January 6, before India claimed on January 8 that one of its soldiers was beheaded in an alleged attack by Pakistani troops.
Firing and small skirmishes are common along the 740km LoC despite a ceasefire that was agreed in 2003. The Indian army says eight of its soldiers were killed in 2012, in 75 incidents of ceasefire violations.

While the President did say we are willing to offer the hand of friendship,he did voice these concerns as well.

Whether we like it or not, we need good relations with India to progress forward as a nation. This whole prism of viewing everything from an Indian perspective has taken a huge toll on our nation. The French used to say the same about the Germans , but look at them today. They have lost far far more than we have but they realized that in the interest of peace and stability, it was best that both nations cooperate and they did and now serve as a role model for the rest of the world. Pakistan will benefit immensely by having good relations with India not only economically but also diplomatically. This is why you can see that there is a genuine interest in Pakistan among our policy makers to improve relations with India. Our General Staff which has always been extremely hawkish against India has realized that improvement of relations with India is imperative for the prosperity of Pakistan. PA has been instrumental in nudging our politicians and diplomats to improve relations with India and remove those trade barriers.

Agree with your post specially the French-German example. We can see lots of examples in the world. Even the whole subcontinent was not away from warring among themselves for quite a long time.

Yes Pakistan has to be careful India doesn't have in it other hand a plan to launch regular army forces to take territory across the LOC, pretend these troops were irregular for years, and lie to the world.

Oh wait, that has already been done. It was called Kargil.
