If India has to move ahead in technology sector, rare earth materials need to be secured. Thus warming up water with North Korea will help in getting access to rare earth materials.

Other than that North Korea has been route to access Chinese technology by Pakistan. A check on North Korea or a deeper access into its system will provide strategic gains with regard to China as well as Pakistan. Also as @levina said, this is part of warming up red wire across the Red Country.

Iceland has the second vast reserve of rare earth materials after China, never heard of any confidence building measures with them.
