As mentioned, the problem with COMCASA is they want to protect their tech, so they deploy their personnel in foreign bases.

But the Russians have no such problem when dealing with India. However the Akula SSNs do have a few Russian personnel deployed along with the sub. But that's because it's a lease and not owned. Russian personnel are involved in the production of the MKI also, they monitor the ToT and quality.

Actually, for India, its not a fail treaty. India has minimal engineering ability. Anything it can get is a plus. Beggars can't be choosers. As India can only progress through begging.

How is paying money for everything makes one a begger ? You must be referring to Pakistan.

Different conditions for different deals.

Indian withdrew from FGFA deal with Russia as that was the condition that US imposed for India to procure F-35 in future (Year 2030 or later)

Russia withdrew from selling S-400 to India as it had a condition that Russia would only sell if India procured FGFA. Since India withdrew from FGFA, S-400 deal is now off the table now.

The condition for procuring Drones is that India has to sign CISMOA & BECA agreements. India plans to sign these agreements in the next couple of months to clear the way for procuring the Drones from the US later this year.

No CISMOA, No Problem: IAF Chief

I asked Indian Air Force chief Air Chief Marshal PV Naik today about his position on the uncertainty over whether or when India will sign the contentious Communciations Interoperability & Security Memorandum of Agreement (CISMOA) with the United States. He had a crisp, short reply: “The government asked us for our opinion on the matter. We have informed the government that [not signing the CISMOA] will not make a substantial difference as far as our operational capability is concerned.”

I’ve posted here about what the IAF doesn’t get on its brand new C-130Js as a direct consequence of not signing the CISMOA. I’ll be posting soon on how the IAF plans to fill those gaps.

The Rustom is not as good, it needs to go through block based iterations before it matches the Predator drones, particularly the engines. So this could easily take 10+ years.

But then we are not going for Rustom-equivalent American drones, like the Predator B. For that, we already have the option of buying the Israeli Eitan, which we are.

What the IAF is interested in from the US is the Avenger drone. It is jet powered, is stealthy, has internal bays etc. We are a decade away from making anything similar.

We can place an order for 100 of these drones next year and start receiving them from 2021. Any indigenous option will be available well after 2030. In the meantime, we can absorb the Rustom family.

Procuring the Avenger will also open up these class of surveillance drones.

Why will they reject it? The plan was to write the codes in India and Russia. And India will have full control of the codes.

Stop relying on western media about Russia. They thrive on propaganda against Russia.

There was no request for a 3rd SSN. A requirement for a 3rd SSN will come up after 10 years from now.

Strictly, HALEs have to fly much higher. But we are actually talking about flying over civilian traffic. Older drones couldn't fly over 12Km altitude, the new Rustom 2 will be able to.

The new drone will be able to fly at 15Km altitude.
