The scenario is not very different in BD eigther including every govt institution. corruption, nepotism, mismanagements are rampant.

India is a huge country and implementation is also complex .
The problem is level of penetrance and sustained policy support from govt.
And prioritisation is also important.

In case of BD few of the priority sectors are-- family planning, primary education enrollment and gender equality, successful mass immunisation etc.

Doctors, lawyers and police are the most corrupt professions in India. They make money out of people's misery. Add to that, severe shortage of doctors, fake doctors far outnumbering real ones, traditional reliance on hakims, fakirs and tantriks for treatment, and exorbitantly high prices of healthcare in private hospitals. No wonder India is lagging behind in this metric.
