India announced on Saturday a modest 7.9 percent increase in defence spending for the fiscal year starting April 1, suggesting that it will move only gradually with the military's long wish list for fighter jets, ships and artillery.

After years of neglect, India is trying to narrow the military gap with China, which has been building up its fleet of ships and submarines making forays in the Indian Ocean.

Finance Minister Arun Jaitley, unveiling the federal budget for 2015/16, said defence spending will rise to 2.47 trillion Indian rupees ($40.07 billion). For the current fiscal year, the allocation was 2.29 trillion rupees, a jump of 12 percent over the previous year.

"Defence of every inch of our land is above everything else," Jaitley said.

But the limited rise in the military budget - three-quarters of which is spent on maintaining the world's third largest standing force - means only some new weapons will be ordered this year.

Gurmeet Kanwal, a retired brigadier and fellow at the Vivekananda International Foundation, a New Delhi think tank with ties to the government, said the state has to make initial downpayments for a range of pending orders.

He listed them as 126 fighter aircraft from Dassault, 197 light helicopters, 145 Ultra-light Howitzers, 15 Apache attack helicopters and 22 CH-47F Chinook medium lift helicopters.

The navy needs new submarines and stealth ships to counter the Chinese presence in the Indian Ocean, which New Delhi has long seen as its sphere of influence.

China is expected to authorise robust 2015 defence spending this coming week despite its slowing economy, largely to beef up the navy with anti-submarine ships and develop more aircraft carriers beyond the sole vessel in operation.

Last year, the two giant neighbours were locked in a stand-off on their disputed Himalayan border that cast a shadow on President Xi Jinping's first summit meeting with Indian Prime Minister Narendra Modi.

But economic ties have rapidly expanded between the two countries and Modi is expected to visit China later in 2015.

My take on this??

1)At 1.75% of the GDP our defence budgets have remained asymptotic for the last many years now, while threats from our across our borders and the vast coastlines have grown. In terms of % this sort of allocation was last made in 1962.
2) Our Navy is in shambles, from INS khukri to betwa, mishaps after mishaps our Navy is struggling to compete with Chinese Navy. Yet it was allocated 24000 crores (approx) which is much lesser than the lion's share IAF received.
3) Pension still remains an issue, though the amount allocated is huge but nobody has any idea how the govt plans to go about it.
4) The silver lining is that the defence ministry intends to push indigenous equipment projects. MoD would pay upto 80% of developmental costs of cutting-edge defence equipment that indigenous industry-led consortia would come up with.

I've not read other posts here, but am sure somebody would 've already listed these points.

Devaluation of central government is a good step. Education is not getting decreased but now state will have more say to where to put education budget as every state have their own educational problem so i welcome this step.

People misunderstood when they say Education getting cut while increase in defense well education getting compensate by state government so it's zero sum game as while education getting cut from central it will be increases from state govt.

But aerial warfare has got very rapid advance because of the fact that china is pouring billions into Air warfare Equipment research and manufacturing India is already outnumbered,and in case of Navy IG is paying attention but seriously India is unable to match ship building industry of China and also IG has fair point that in any war near china is not coming into Indian Ocean only PLAAF is real threat..

Well in that case Chinese will not have any logistics support in Indian Ocean,until Pakistan joins them,then again Pakistan is not fool to Jump in navel war...

Afaik new road links from China to Burma, provides China's navy a badly needed port on the Andaman Sea, and thus access to the Indian Ocean.
But I don't see a war coming in this decade for China doesn't want one.

Well Burmese will be fool if they did so because several groups are fighting Government, if India supports one Burma will be really in trouble

My point is your fanatic hindu govt. allocated Rs. 68,968 crore in education but are spending 4 times that amount in feeding of your pot-bellied generals by selling super power dream to poor citizen.I know bjp,rss gang don't want the majority dalit children to become educated and prosper in life,but the common deprived citizen like yours should not defend this gross injustice openly.You should rebel.
u dumb sh!t india has federal structure...states also have their own budget allocation primary education and health!!
