India plans to send troops inside Bangladesh

Dhaka, Apr 8 (bdnews24.com) – The government has no plans to allow military base of a foreign country in Bangladesh, the foreign minister Dipu Moni said on Sunday.

"We don't even keep it in our thought process," she asserted at a press briefing at her ministry.
She was responding to a question if the government would allow United States to set up a base.

"There are six or seven US military personnel getting training here," the foreign minister added.

About Bangladesh-US security dialogue, she said it is a routine matter and Dhaka holds such meetings with many countries.

The US assistance secretary for military and security would attend a security dialogue on Apr 19 in Dhaka.

"We have multidimensional relationship with US including trade, governance and uprooting terrorism and security dialogue is part of it," Moni clarified.

"We have security cooperation and how we can strengthen it will be discussed in the dialogue."

When her attention was drawn to a recent comment of an Indian senior official claiming that Bangladesh was being used by terrorists, the minister said the government would now allow terrorists to "use an inch of the land of this country".

"The government is determined to stop terrorist activities in the country," she added.

Joint commission

The minister said she proposed a joint commission between Bangladesh and United States to discuss entire gamut of issues on a periodic basis.

"I proposed this when Wendy Sherman (US undersecretary for political affairs of state department) met me," she said.

Moni and Sherman had a meeting on Friday.

"We have robust engagement and discussion can occur also through foreign office consultation," she said.

TICFA

The minister said Bangladesh and United States were 'very close' to signing trade and investment cooperation framework agreement.

"There are some differences and we are negotiating with the US authorities to remove them," she said.

"There should be a consensus on labour and other issues related to trade," she added.

BNP bashing

The minister took a swipe at the opposition BNP for taking back their appreciation over the verdict on the maritime boundary dispute with Myanmar.

"The whole nation is happy but the opposition party does not have the attitude to join in. It is very unfortunate and shameful," she added.

Honour foreign friends

Bangladesh is likely to arrange one or more programmes to honour foreign friends in this year, Moni said.

"We have already identified 568 foreign friends and it may increase in the coming days," she adding, "It is a continuous process."

This post was expected from an ignorant tamilian. Well here's the indo-bangla 7 point agreement
signed with the Interim exiled gov during the war:

1. Bangladesh government will select only those people for administrative posts who have actively participated in the liberation war and any shortfall therein will be filled by the Indian government officials.
2. A joint force will be formed comprising of the Indian army and the Mukti Bahini and this force will be placed under the command of the chief of staff of the Indian army who will lead the liberation war.
3. Bangladesh will have no standing army
4. India will help raise a paramilitary force to protect the internal law and order of the country.
5. Open market will be the basis for trade relation between the two nations and this arrangement will be subject to periodical review.
6. The Indian army will be stationed in Bangladesh for an indefinite period of time but the time frame for their gradual withdrawal will be determined through annual meetings between the two governments.
7. Bangladesh will formulate its foreign policy only in consultation with India.

(viii) In accordance with the ties of friendship existing between the two countries, each of the contracting parties solemnly declare that it shall not enter into or participate in any military alliance directed against the other party. Each of the parties shall refrain from any aggression against the other party and shall not allow the use of its territory for committing any act that may cause military damage to or continue to threat to the security of the other contracting parties;
(ix) Each of the contracting parties shall refrain from giving any assistance to any third party taking part in an armed conflict against the other party. In case if either party is attacked or threatened to attack, the contracting parties shall immediately enter into mutual consultations in order to take necessary measures to eliminate the threat and thus ensure the peace and security of their countries;
(x) Each of the parties solemnly declare that it shall not undertake any commitment, secret or open, towards one or more states which may be incompatible with the present treaty;
(xi) The present treaty is signed for a term of twenty-five years, and shall be renewed by mutual agreement;

Article 4 practically eliminated Bangladesh's power to devise an independent foreign policy and made it compulsory for Bangladesh to consult India about any major foreign policy matter.

Article 5 forced Bangladesh to confer most favored nation status on India to clear the way for India to capture Bangladesh's economic market without any restrictions, but Bangladesh being a smaller economy was unable to avail itself of the opportunities of most favored nation status.

Article 9 was included to protect India's strategic interest in its insurgency infested North Eastern states by imposing restrictions on Bangladesh to provide help and support to the insurgents, but India itself broke the sanctity of this clause by providing military and political assistance to Shanti Bahini in Chittagong Hill Tracts.

India also armed, trained and financed ethnic Bengali rebels seeking to break away from Pakistan, of which Bangladesh, then East Pakistan, was a part. The Shanti Bahini, which means peace corps in the Bengali language, was formed in 1972 after a rejection of demands for autonomy, preferential treatment and an end to the Muslim influx.
