New Delhi: The dams constructed by China in Tibet region are unlikely to affect the water level of Brahmaputra river in India, parliament was informed on Thursday.

"The government has ascertained that one power generating unit of the Zangmu hydroelectric project (in Tibet) has been operationalised in November, 2014," Minister for Water Resources, River Development and Ganga Rejuvenation Uma Bharti said in reply to a question in the Lok Sabha.

"The `Outline of the 12th Five Year Plan for National Economic and Social Development of the People`s Republic of China` indicates that three more hydropower projects on the main stream of the Brahmaputra river in Tibet Autonomous Region have been approved for implementation by the Chinese authorities," she said.

"As these projects are considered to be run of river (RoR) hydro-electric projects, any significant change in water level of river Brahmaputra is not expected," the minister added.

Averring that the Indian government was carefully monitoring all developments with regard to Brahmaputra river, she said India has conveyed its views and concerns to the Chinese authorities.

"India has conveyed its views and concerns to the Chinese authorities at the highest levels. It has urged China to ensure that the interests of downstream states are not harmed by any activities in upstream areas," the minister stated.

Bharti also pointed out that changes in river water flow are a natural phenomenon dependent on various hydro-meteorological and climatological factors.

"The Central Water Commission (CWC) collects and analyses the hydrological data relating to all major rivers, including Brahmaputra, in the country. No specific trend or fall in water level of river Brahmaputra has been observed by Central Water Commission in the recent past," she said.

Flood situation in Assam grim, over 2 lakh people affected | Zee News

Guwahati: The flood situation in Assam turned grim on Wednesday following incessant rains here in the past few days which have affected nearly two lakh people in over 280 villages in the state.


Almost two lakh people are affected in 282 villages across Dhemaji, Kokrajhar, Chirang, Lakhimpur, Bongaigaon, Tinsukia and Dibrugarh districts, Assam State Disaster Management Authority (ASDMA) said in its flood report.

Highest number of 1.35 lakh people have been hit by the natural calamity in Bongaigaon district alone, followed by Dhemaji where over 20,000 people have been affected, it said.

More than 12,600 hectares of crop areas are under water currently, the report said.

Authorities have opened 45 relief camps in Kokrajhar, Bongaigaon and Chirang, where more than 17,500 persons have taken shelter.

At present, Brahmaputra river is flowing above the danger mark at Nematighat in Jorhat and Dibrugarh town, Jia Bharali at NT Road crossing in Sonitpur, Puthimari at NT Road crossing in Kamrup and Beki at Barpeta Road in Barpeta, ASDMA said.

The flood waters have damaged at least 11 roads in Kokrajhar, Chirang and Dhemaji districts, while four embankments were breached in Chirang and Dhemaji.

The death toll in this year's flood in Assam has remained at five -- two in Lakhimpur and one each in Bongaigaon, Baksa and Sonitpur.

8 dead, six lakh hit by floods in Assam | Zee News

Guwahati: Eight persons were killed and over six lakh people hit by the floods in Assam, where the rising Brahmaputra river and its tributaries have flooded 19 districts prompting the army to launch relief operations.

Assam State Disaster Management Authority (ASDMA) said one person died due to the flood at No 1 Kawadi village under Bijni revenue circle in Chirang district and two others in Dotoma revenue circle in Kokrajhar district.

Two persons have died in Lakhimpur and one each in Bongaigaon, Baksa and Sonitpur districts, ASDMA said in a press release today.

Over 1.23 lakh people have been displaced by the flood forcing them to take shelter in 177 relief camps set up by the administration, the release said.

Incessant rains in the upper catchment areas have caused the water level of river Brahmaputra and its tributaries flowing through Dhemaji, Lakhimpur, Tinsukia, Dibrugarh, Sivasagar, Nalbari, Goalpara, Morigaaon, Dhubri, Kamrup, Golaghat, Darrang, Nagaon, Kokrajhar, Bongaigaon, Chirang, Barpeta, Jorhat, Baska and Sonitpur districts to rise alarmingly, a report from the Water Resources Department said.

Flood waters have inundated 27 anti-poaching camps inside Kaziranga National Park and damaged a bridge and a culvert at Burapahar Range, Forest Department reported.

The Red Horn Division of the army has since yesterday deployed two columns consisting of an officer, two junior commissioned officers and 35 of other ranks along with a boat assault universal type with over board motor, life jackets and other flood relief materials in Kokrajhar and Chirang districts, said a Defence spokesman.

Army swung into action as the waters of Saralbhanga river in Kokrajhar and other major tributaries of Brahmaputra in Chirang rose displacing many villagers. They rescued many of villagers from inundated areas and provided food and medical assistance to them, an Army spokesman said.

The Army in consonance with the civil administration is also geared for further operations as the flood situation worsens, he added.

6 NDRF teams deployed for Assam flood relief: Dr. Jitendra Singh

The Union Minister of State (Independent Charge) Development of North-Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr. Jitendra Singh said that six teams of National Disaster Response Force (NDRF) have already been deployed for rescue work in the flood affected areas of Tinsukia, Lakhmipur, Kokrajhar and Kamrup and one Battalion of NDRF is stationed in the capital city of Guwahati to move into action as and when required without wasting any time. He was addressing the media about the Government of India’s prompt response to the flood situation in Assam at a press briefing, here today,

Dr. Jitendra Singh said, following heavy rains since August 17, river Brahmaputra particularly and also other rivers including Jia Bharali, Putimari, Beki and Manas began to flow above normal level. About 17 districts of Assam State were affected, he said, of which Kokrajhar, Barpeta, Dhubri, Sonitpur, Dhemaji, Lakhimpur, Dibrugarh and Tinsukia have been most affected but the damage has been limited due to immediate response time by the various agencies, including NDRF, he added.

Dr. Jitendra Singh informed, so far over 600 people have been evacuated from flood affected areas and relief material has been distributed. In addition, medical teams of doctors and paramedical are in the process of being moved to the flood affected areas and a plan is being worked out to preempt the onset or spread of disease epidemic in the aftermath of floods, he said.

Dr. Jitendra Singh disclosed that the State Government of Assam has been asked to furnish a detailed report of the damages in the form of a memorandum and once this is received, the Central Government will accordingly plan out further help and assistance. He thanked the Union Ministry of Home Affairs and the Disaster Management agencies for their full cooperation and sought to reassure the people of Assam that the water level in most districts has begun to recede since yesterday which is a matter of relief and also a reason to believe that the worst is over.

Dr Jitendra Singh visits flood affected areas of Assam

The Union Minister of State (Independent Charge) for Development of North Eastern Region (DoNER), MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh, accompanied by a team of senior officials of National Disaster Response Force (NDRF) and senior officers of Central and State administration, today undertook an extensive aerial survey of the flood affected areas of Goalpara, Kokrajhar, Dhubri and Bongaigaon in Assam and also visited the relief camps at Abhayapuri and other places, after which he announced the advance release of second installment of the central share of State Disaster Relief Fund (SDRF) amounting to approximately Rs.207 crore.

Dr. Jitendra Singh has also disclosed that an inter-ministerial team of the Government of India will be visiting the flood affected areas for a detailed assessment of the damages and based on the assessment, further relief amount will also be announced. At the same time, he reiterated the Central Government's request to the State Government to immediately send the memorandum outlining the extent of damage so that the same could also be taken into cognizance while determining the further financial help to be provided to the State administration.

Addressing a meeting of State administration, attended among others by Assam Minister for Revenue, Shri Bhumidhar Barman, Lok Sabha MP from Guwahati, Shri Bijoya Chakravarty, State Chief Secretary, Shri Vinod Kumar Pipersenia, Principal Secretary, Revenue, Shri Pramod Kumar Tiwari, DC Guwahati, Shri Angamuthu and DC Bongaigaon, Dr. Biswajit Pegu, Dr Jitendra Singh assured that the Government of India and particularly the Prime Minister himself were personally keeping track of relief and rescue operations in the area and he, along with a team of officers, had been specially deputed to take an on-the-spot assessment and provide all necessary help to the State Government.

Later, briefing the media after his return to Guwahati, Dr. Jitendra Singh said that water level in Brahmaputra and other rivers, including Jia Bharali, Puthimari, Beki and Manas, began rising on August 17th and the NDRF immediately moved into action and started the rescue operations without wasting any time. The result of Government of India’s prompt response was that the casualty rate could be contained to the minimum, he added.

Dr. Jitendra Singh further explained that normally the State Disaster Relief Fund (SDRF) for any State is shared between the Centre and State in the ratio of 75:25 but in case of Assam and some other States, it is being funded by the Central Government to an extent of 90%. However, he added, in case the State Government of Assam finds itself unable to cope with it, the Central Government is always readily available to lend its full support and directions to this effect have been issued.

Dr. Jitendra Singh appealed to the media to convey to people of Northeast, including Assam, the Government of India’s commitment to stand by them at every hour of adversity and to carry forward Prime Minister, Shri Narendra Modi’s mission to develop Northeast at par with other parts of the country.

Three more killed in Assam flood, over 7.3 lakh people hit | Zee News
Guwahati: The flood situation in Assam worsened on Monday with three more persons losing their lives and over 7.3 lakh people being affected in nearly 1,600 villages due to incessant rains across the state.


The Assam State Disaster Management Authority (ASDMA) said in its flood report that two persons died under Dhemaji revenue circle in Dhemaji district.

One person died in Sonai revenue circle in Cachar district during the last 24 hours, it said.

With this, the current deluge has claimed 18 lives in the current wave of floods while the toll in this year's two waves of flood rose to 23 in the state.

A mother and her minor son were washed away by Sessa river which was in spate at Thakuthan on the outskirts of Dibrugarh town last night when they were going to a relief camp, district administration officials said.

The woman Monika Das, her husband Milon Das and son Dudu were washed away by the river, but her husband was rescued by the people, while the two others remained untraced till now.

ASDMA said over 7.35 lakh people had been affected in 1,597 villages across Dhemaji, Kokrajhar, Bongaigaon, Sonitpur, Barpeta, Goalpara, Morigaon, Cachar, Nagaon, Lakhimpur, Jorhat, Tinsukia, Darrang, Baksa, Nalbari, Udalguri, Kamrup and Dibrugarh districts.

The worst hit was Dhemaji district with over 3.4 lakh people suffering due to the flood followed by Lakhimpur with more than 70,000 people being affected, the ASDMA said.

Till yesterday, over 4.6 lakh people were hit by flood waters across 1,031 villages in 14 districts across the state.

Meanwhile, Assam Chief Minister Tarun Gogoi today directed officials to provide immediate relief to people affected by excessive rains leading to floods in the state.

Reviewing the situation arising out of increasing water levels in the Brahmaputra, Barak and their tributaries in many districts, he asked the Chief Secretary VK Pipersenia to ensure that communication was not snapped due to flood and all efforts should be initiated to restore the same.

Nearly 1.2 lakh hectares of cropland were under water currently, ASDMA said.

Authorities have opened 168 relief camps in Kokrajhar, Bongaigaon, Barpeta, Cachar, Dhemaji, Tinsukia, Sonitpur, Nalbari and Dibrugarh, where more than 51,000 people have taken shelter.

At present, the Brahmaputra is flowing above the danger marks at Dibrugarh town, Nematighat in Jorhat district, Tezpur in Sonitpur and Dhubri town, they said.

Besides, the Burhidehing river at Khowang in Dibrugarh, the Dhansiri river at Numaligarh in Golaghat, the Jia Bharali river at NT Road crossing in Sonitpur, the Puthimari at NH Road crossing in Kamrup, the Pagladiya at NH Road crossing in Nalbari, the Beki at Road Bridge in Barpeta, the Sankosh at Golokganj in Dhubri and the Kushiyara at Karimganj town have been also flowing above the danger marks.

In the last 24 hours, the flood waters have damaged at least 13 roads in Darrang, Baksa, Jorhat, Barpeta, Nalbari, Udalguri, Dhemaji, Cachar and Dibrugarh and three bridges in Baksa, Jorhat and Nalbari.

ASDMA said four embankments were also breached in Baksa and Nalbari districts.

Woman, child killed in Assam landslide | Zee News

Rangia: A mother and her child were killed in a landslide at Amingaon area of Kamrup (Rural) district of Assam this morning, police said.

NDRF personnel from the nearby Changsari camp rushed to the spot and recovered their bodies from under a stone.

The woman has been identified as Sumita Khaklary and the child as Rashmi Khaklary.

The landslide occurred following heavy rainfall for the past few days.

A district official said that construction was banned in Kalipahar area but encroachment was continuing.

The matter would be investigated, he said.

Assam flood situation deteriorates, 10 lakh people affected | Zee News
Guwahati: The flood situation in Assam deteriorated as incessant rains pounded the state on Wednesday and four more persons lost their lives in it as the calamity affected nearly 10 lakh people in over 2,000 villages.

The Dibrugarh administration has called in the Army to evacuate marooned people from different parts of the district, Assam State Disaster Management Authority (ASDMA) said in its flood report.

With today's four death the toll in the current spell of floods has risen to 24. A total 29 has been killed in the two spells of floods this year.

ASDMA reports said two persons were killed under Naduar revenue circle in Sonitpur district, while one died in Mayong revenue circle of Morigaon. Another person lost his life at Samaguri revenue circle in Nagaon district since Tuesday.

It said nearly 10 lakh persons are affected in 2,005 villages across Dhemaji, Kokrajhar, Bongaigaon, Sonitpur, Barpeta, Goalpara, Morigaon, Cachar, Lakhimpur, Jorhat, Tinsukia, Darrang, Baksa, Nalbari, Kamrup, Dibrugarh, Sivasagar, Golaghat and Nagaon districts.

Dhemaji is the worst-hit district where nearly 2.4 lakh people are reeling due to the flood. It is followed by Dibrugarh where more than 1.34 lakh people have been affected.

ASDMA said nearly 1.7 lakh hectares of crop land are under water and authorities have opened 308 relief camps in Kokrajhar, Bongaigaon, Barpeta, Cachar, Dhemaji, Tinsukia, Sonitpur, Nalbari, Dibrugarh, Morigaon and Nagaon providing shelter to more than 1.75 lakh people.

Kamrup metropolitan district authority has indefinitely suspended all types of ferry and boat services on Brahmaputra in Guwahati city as the river is flowing above the danger mark.

The ASDMA report said Brahmaputra is flowing above its danger marks also at Dibrugarh, Goalpara and Dhubri towns, Nematighat in Jorhat and Tezpur.

Also flowing above their danger marks are Burhidehing at Khowang, Desang at Nanglamuraghat, Dhansiri at Numaligarh, Jia Bharali at NT Road crossing in Sonitpur, Puthimari at NH Road crossing in Kamrup, Beki at Road Bridge in Barpeta and Kushiyara at Karimganj town.

Flood waters have damaged at least 18 roads in Morigaon, Golaghat, Dhemaji, Jorhat, Lakhimpur, Goalpara, Cachar, Dibrugarh, Sonitpur and Darrang and over four bridges were damaged in Jorhat, Dibrugarh, Darrang and Nalbari since Tuesday.

ASDMA said 13 embankments were also breached in Barpeta, Dibrugarh, Nalbari and Nagaon districts.

Flood toll in Assam increases to 37 | Zee News


Guwahati: With the death of four more persons the toll in the Assam floods on Saturday increased to 37 even as the number of affected people rose to 16.5 lakh in 21 districts.


One person each died in Darrang, Dibrugarh, Morigaon and Nalbari district taking the total in the second wave of floods in the state to 37, an Assam State Disaster Management Authority (ASDMA) release today said.

A release by Nalbari district administration said a one-and-half-year old boy had been claimed by the flood at Barkhetri Revenue Circle.

ASDMA said over 2100 villages in 21 districts were submerged in the deluge that destroyed standing crops in 1.8 lakh hectare agriculture land .

The affected districts are Dhemaji, Kokrajhar, Bongaigaon, Sonitpur, Barpeta, Goalpara, Morigaon, Cachar, Lakhimpur, Jorhat, Tinsukia, Darrang, Baksa, Nalbari, Kamrup, Dibrugarh, Sivasagar, Golaghat, Kamrup(Metro), Dhubri and Nagaon and National Disaster Response Force(NDRF) was deployed in all of them.

Besides, the Army is assisting the civil administration in Nagaon district for rescue and relief operations, the ASDMA said adding nearly three lakh people have taken shelter in the 320 relief camps set up by the state government.

The ASDMA release said Brahmaputra is flowing above its danger mark at Dibrugarh town, Nematighat in Jorhat district, Tezpur in Sonitpur, Guwahati and Goalpara and Dhubri towns.

The low lying areas of rhino habitat Kaziranga National Park have been flooded forcing animals to move to the highlands in the neighbouring Karbi Anglong hills, Forest Department officials said.

An adult elephant from Bagori Range of the Park was electrocuted during the day when it tried to move across it to the highlands for shelter.

Another rhino homeland - Pobitora Wildlife Sanctury in Morigaon district has been completely inundated by the deluge forcing wild animals there to move to safer high grounds, while its the link roads were breached at several places.

Tarun Gogoi ensures no shortfall of essentials for Assam flood victims | Zee News

Guwahati: Assam Chief Minister Tarun Gogoi on Monday directed all Deputy Commissioners of the flood-hit districts to ensure that there was no shortfall of food, medicines and other essentials for the deluge-victims.

The chief minister asked the district administration to reach out to the flood victims and provide all relief and rehabilitation measure, said a government release.

Gogoi also asked the respective departmental heads of the districts to report any shortfall of essential items for the administration to act urgently, the release said.

Chief Secretary V K Pipersenia and Revenue and Disaster Management Commissioner Promod Tiwari were directed to ensure all possible governmental intervention where the flood victims were facing shortage of food, medicine, drinking water and other essentials.

The top officials were further asked to check if anybody in the relief camps was suffering from any disease and extend medical facilities if necessary.

Special attention was asked to be directed to the medical health condition of pregnant women, lactating mothers and babies, the release added.

Criticising BJP leaders for allegedly indulging in petty politics to achieve narrow political gain, Gogoi said, "while Assam is reeling under flood where around 17 lakh people are affected, the BJP leaders instead of helping the flood victims are shedding crocodile tears and indulging in mud-slinging business to destabilise the government".

80% of Assam submerged under water; toll rises to 42 | Zee News

Guwahati: Nearly 80 percent of Assam has been engulfed by floods which has affected 20 out of the total 27 districts, claimed 42 lives and affected 18 lakh people, Assam State Disaster Management Authority (ASDMA) said on Monday.

Loss of six lives was reported during the day in the flood, which has affected 18 lakh people in almost 1,880 villages and submerged over 1.1 lakh hectares of crop land.

The worst hit is Dhubri district where nearly 4.5 lakh people have been affected due to floods, followed by Morigaon with more than 2.6 lakh people, the ASDMA said.

ASDMA said one person was killed at Sipajhar in Darrang district, one at Barkhetri in Nalbari district, two persons at Mayong and Laharighat in Morigaon district and another two at Lakhipur in Goalpara.

With this, the current wave of flood has claimed lives of 42 persons so far taking the total toll in this year's two waves to 47 in Assam.

ASDMA said nearly 18 lakh persons are affected across Dhemaji, Kokrajhar, Bongaigaon, Sonitpur, Barpeta, Morigaon, Cachar, Lakhimpur, Jorhat, Tinsukia, Darrang, Nalbari, Kamrup, Dibrugarh, Sivasagar, Golaghat, Nagaon, Dhubri, Kamrup Metropolitan and Goalpara districts.

The worst hit is Dhubri district where nearly 4.5 lakh people have been affected due to floods, followed by Morigaon with more than 2.6 lakh people, the ASDMA said.

Authorities are running 308 relief camps in Kokrajhar, Bongaigaon, Barpeta, Cachar, Dhemaji, Tinsukia, Sonitpur, Nalbari, Dibrugarh, Morigaon, Nagaon, Golaghat, Kamrup, Goalpara and Dhubri sheltering nearly 1.4 lakh people, it said.

Brahmaputra is flowing above its danger level in Jorhat, Goalpara and Dhubri districts. Burhidehing river is flowing above danger level at Khowang in Dibrugarh, Dhansiri at Numaligarh in Golaghat, Jia Bharali at NT Road crossing in Sonitpur, Kopili at Kampur in Nagaon and Kushiyara river is flowing above the red mark at Karimganj town, the ASDMA said.

Centre has not released Rs 1,655 crore for flood relief: Assam | Zee News

Guwahati: Assam Government on Tuesday asserted that contrary to reports the Centre has not released Rs 1,655 crore for flood relief and rescue operations in the state so far.

Referring to reports in a section of the press that the state government has an available balance of Rs 1,400 crore for relief and rescue operations, a release by the joint secretary to Revenue and Disaster Management department said Rs 1,655 crore was released by the Centre in the beginning of 2015-16.

The total amount earmarked by the 14th Finance Commission for the State Disaster Response Fund (SDRF) for 2014-15 is Rs 460 crore, out of which the Centre's share is Rs 414 crore and state's share Rs 46 crore, the release said.

"Therefore, the question of the Central government releasing Rs 1,655 crore for relief and rescue operation does not arise", it asserted.

The closing balance of SDRF on March 31 was Rs 80.73 crore and the Centre has released the first installment of Rs 207 crore, which is 50 per cent of its share till now, the release said.

The available fund during the current year is Rs 333.73 crore, including state share of Rs 46 crore. The expenditure till date is Rs 104.92 crore.

The state government, it said, has taken all rescue and relief measures during the four waves of floods this year and has not allowed the availability of funds to hamper its operations in any manner, the official said.

However, the government would require additional funds for restoration and repair of damages caused to infrastructure during the floods this year, it added.

Union Youth Affairs and Sports Minister Sarbananda Sonowal had yesterday accused Assam Chief Minister Tarun Gogoi of doing "cheap politics" over the flood situation and claimed that the state government has enough fund to tackle the problem at present.

He had claimed that the state government was given Rs 1,655 crore as part of SDRF fund during the beginning of this financial year and out of it Rs 1,425 crore was still unused. But the state government was asking for more money, he said adding Rs 207 crore second installment of SDRF fund, which was announced to be released immediately by DONER minister Jitendra Singh last month, was not released yet as the state has enough money.

73 houses washed away in two Arunachal Pradesh villages | Zee News

Itanagar: Seventy-three houses were washed away affecting at least 103 families in two villages of Arunachal Pradesh in the recent wave of flood triggered by incessant rain.

The houses were washed away in the two villages of Lower Dibang Valley district while a lift water tank at Anpum village and a hanging bridge at Loklung village connecting agricultural fields were also damaged, Paglam Circle Officer Tatling Pertin said in a report today.

"A relief camp is being set up at Anpum School ground for the flood victims. Though the water level has receded but erosion is still continuing. Many villagers have been dismantling their dwelling houses for fear of being washed away by flood water," Pertin said.

The district administration has lifted 94 bags of rice and essential medicines to Dambuk, the ADC headquarters, he said.

A report from West Siang district said that incessant downpour in the past week has swelled the water level of Yomgo river which is flowing above the danger mark.

Flood has left a trail of devastation at Liromoba area in the district.

Paddy fields at Kambu village have been completely washed away and more than 52 households of the area have been affected by nature's fury.

Kambu is one of the most populated villages under Liromoba constituency which is yet to be connected by road.

Local MLA Nyamar Karbak, along with ADC Niken Lollen, CO Sara Borang, EE WRD Tadam Kamcham, trekked to Kambu village from Rui village to assess the damage on Sunday.
