The case is like China is an pushing its neighbours by its threatening stance on different issues like east vietnam sea, west japan sea, arunachal pradesh etc. The neighbours have no chance but to stand together in forum of semi alliance to defend against the regional bully. Thats why unofficial security dialogue is going between USA, Japan, India, then India and south korea, or even India and vietnam.
