So he is not talking about things related to his business and even you stated in earlier discussions, that his job is only in the PMO and to advise the PM. Which I even agreed, but that's not what he is doing, since he is talking about things that he is not responsible, but mainly to promote the PMs views, but that's not the job of an NSA, that's why what official spokespersons do.

Besides that he is Secretary of State, he was talking to the Indian government on behalf of the US government, but didn't stated Presidents Obamas views on that or any other matter to the media right? He even stated precisely
that he don't want to interfere with the work of the Justice Department (which were resposnible for the issue) and moreover who was the leading official on the Indian side for that matter? The Foreign minister or the NSA?
You example is even showing the problem now, because there are responsible ministries, departments and officials to deal with or talk about such matters in public and other officials should not interfere.

No, the point I have is that he is not higher than the ministers in the dedicated ministries, that his job is mainly limited to defence and the PMO and therfor he shouldn't interfere in business of other officials or ministries, when he is obviously not giving offical statments on behalf of any ministry, but only on behalf of the PM. So he should make statements to the public only on security matters or divert them to the officials in the MoD, since they are responsible for that. Just as any matter of foreign policy, must be dealt by the foreign government officially, like it was done during the hostage issue in Iraq, where the Foreign Ministry was the responsible one and issued all official statements, while the NSA did his job (very effectively as we know now) in the background![/QUOTE]
