The idea is completely BS and not match with facts. Why IAF will consider F-15 SE when we have better solution like Rafale? Mig-27 can be replaced by Su-35 or Rafale but not SE.Mig-27 is a ground attack fighter while F-15 is a air superiority fighter like Mig-29.

Read the line again, I said F-15 not F-15 SE. F-15 and F-15 SE are two different birds. F-15 is an air superiority fighter.
