India couldn't use water from 3 western rivers, what was it going to do with it? Irrigate mountains? While Pakistan leaders back then sold 3 eastern rivers and now these mostly receive water in summer. India also funded anti-Kalabagh dam lobby.
Pakistan should have negotiated fair share of water from eastern rivers. India knows they got great deal in IWT. Now they are just going to play around water from western rivers by building dams and releasing when they want it.
