Antony asks military to prioritize purchases

NEW DELHI: Even as the defence ministry set a new mark in capital spending by October, defence minister A K Antony asked the military top brass to prioritise their purchases so that they don't run out of money for essential acquisitions towards end of the financial year.

Antony's suggestions came during a review of the military budget he had with newly inducted junior defence minister Jitendra Singh, defence secretary, the vice-chiefs of the three services, secretaries of defence production and finance among others.

According to a senior official, the defence ministry has spent Rs 26,500 crore out of the Rs 66,000 crore that is available for capital purchases. In the budget figures placed before Parliament earlier this year, the total capital outlay for defence was Rs 79,578.63 crore, so it is not clear why the defence ministry assessment is based on Rs 66,000 crore.

According to the estimates made for Wednesday's meeting, the ministry has already spent 40% of the capital budget by October. During the same period last year, 38% spending was achieved, sources said. "The booked expenditure this year is better than last year," he said.

In light of the fact that during the last two quarters, there is a rush in finalising capital purchases, Antony asked the three services to prioritise their purchases.

Sources said the minister also asked officials to slot separate review of infrastructure projects, especially those in Arunachal Pradesh. He suggested a special review of the indigenous aircraft carrier being built in Kochi, as well as of some other programmes.

"Towards the end of the financial year, there is always a rush. The minister doesn't want the forces to run short of money for essential buys," a source said.

That clears it up to a significant degree- all that has happened is the DM has asked the 3 services to prioritise defence purchases (so the ones needed urgently put first) to make sure the forces don't run out of cash before March.

I was suspicious when no other media outlets reported this news and then when the fools started discussing cuts in the FICV INSAS thinking there is something VERY wrong in this news- the FICV is way down the road and spending today won't affect that program.

gessler, i have a question for you, remember the news of India importing the CBU-105 cluster bomb from US, can it be used in battle fields that have unsymmetrical elevations, as far as i know, the bomb only works good when all the targets are on the same plane,this is absolutely necessary for the sensors on the bomb to pick up the targets, what if the targets are on mountainous terrain, will the bomb work with same efficacy.

the defense cuts will most likely be imposed on the projects which are not of immediate concern, all the expansion what people here are talking about, is not an expansion in itself, most of it is to fill the gaps in military preparedness and to replace the obsolete war machines. It was not a big of expansion to begin with.

the projects like going for another nuclear sub or another aircraft carrier might eventually be delayed, it will not be scrapped, according to the prediction the economy will bounce back in the next 2 to 3 years if the conditions prevail as expected.

That depends on the situation of the use.

A potential target however may not always be a tank column, it could include a SAM battery,
which includes a no. of targets arranged in a radius, like the radar, the missile launchers and
other modules, any such targets arranged in a cluster are potential victims of the CBU-105.

There will be certain performance changes depending on the altitude but in the end it all boils
down to the cluster of targets to be attacked, the bomb is designed to take out targets in a
radius, how many targets happen to be in that radius is a different aspect.

Some targets however maybe out of reach, in such circumstances, multiple SFWs could
be released, but they're aimed at maximum killing, so Air Forces could decide to use a different
type of weapon to suite the situation at hand.

I think india must close down OFB like PSUs and which dont make even better toy guns and start importing guns from derra Adam khel. that will save lot of money even india can import JF-17 and Al-zarrar tanks from pakistan instead of buying Rafale and wasting money on LCA and arjun and T-90s.
