Sorry, not understanding the complaint. If there were no dam, ALL the water would be coming down. India kept some of it.
The nature of dams is that one of their purposes for being is flood control. You can't completely prevent floods, but having a dam allows you to reduce the impact. India is doing what it can to help. If they didn't release water, the dam itself could be destroyed, which would be very very bad.

More over, without Indian dams there would be flooding anyways in Pakistan because of heavy monsoon rains and that too without warning as Indian side of Kashmir is also experiencing heavy rains.

Now with dams, atleast they have a warning and thus some time to act and save precious lives, livestocks etc.

I skipped over this part, I will re-read on this topic on other credible sites. I am not exactly well versed in the Indus water treaty issues.

Don't waste your time. Indian dams are all run of the river types - means they can't store water except for the initial filling up. There is simply no mechanism to hold back water even if India wanted to, with the present structure of the dams. Though, even if these were storage dams, they would still have to release the water with the amount of flooding that is currently happening on the Indian side. If the Pakistanis want India to store the water & divert it to Punjab, Haryana etc, India would be glad to oblige.

I think Pakistan should discuss this serious issue with their bosom pals, the Hurruiyat to sort out this water problem emanating from Kashmir. After all, the the Hurriyat represents not only the Kashmiris but also all the natural resources including the waters of Kashmir.
