Work on the Neelum-Jhelum hydropower plant in ****************** Kashmir has been suspended by a Chinese contractor after the authorities failed to release Rs 7.8 billion for the project, a media report said today.

The Chinese contractor has stopped work on various sections of the project after the authorities failed to meet a deadline for the release of the funds, The News daily quoted its sources as saying.

The report described the suspension of work as a "big blow" to the project.

The contractor has informed the Power Ministry about its inability to continue work on the 969 MW project beyond August 10, the sources said.

"It is indeed a setback for the project," said an unnamed official.

The Finance Ministry is setting up a review committee for the release of funds, the official said.

Any delay in releasing funds will virtually defeat the purpose of inducting sophisticated tunnel boring machines (TBMs) that were inaugurated by Pakistan Prime Minister Raja Pervez Ashraf during a visit to the site of the project on August 6, officials said.

The TBMs were acquired to speed up work on the main diversion tunnels and to reduce the construction period by 18 months, resulting in estimated savings of over Rs 60 billion.

Pakistan wants to complete the project before India's Kishanganga hydropower plant so that it can gain priority access to the waters of the Neelum river, a major tributary of the Jhelum river.

Ashraf formally inaugurated two German-made TBMs on August 6 following their installation at the site of the Neelum-Jhelum hydropower project.

The project was underway with assistance from Chinese and other international companies and scheduled to be completed in 2016.

The two TBMs were purchased at a cost of about Rs 19.5 billion and Neelum-Jhelum project chief executive officer Lt Gen Muhammad Zubair said the cost of the machines would be recovered in three years.

Zubair said about 40 per cent of the work had been completed though the project has been facing a shortage of funds for the past two months due to delay in the release of money from the Finance Ministry.

If going by the ADB's cancellation loans for Arunachal pradesh project on china's insistence that AP being disputed territory no wonderADB will provide loan for basha dam as whole state of J&K is disputed.So india will sure pull strings here as It has vote at ADB's board of governor:-)unsure:).India wants pakistan to spend from its exchequer on basha dam.

les get one thing clear here....India is not trying to delay the dam....we are doing things to stop the construction of the dam.....you cant build one on WB money in the land claimed by India.........there is no "delay" when there is no dam at all

for whle world its disputed hence its showed as disputed in every map outside india by every media by every country govt.
Actually it is only Pakistan that shows territory claimed by it as "disputed". Usually countries display the territores as theirs to assert their claims(example- China, India, North Korea, France, Canada, USA, Bangladesh, Saudi Arabia, UAE, etc).
This clearly displays the lack of confidence that the Pakistani government has in their own claim on the international level:azn:

The starting point of the scale reffered by Krait, I assume, is the period of independence, the period of the creation of the modern, independent India.

Really what it is is that only Pakistan can save this project. Pakistan has to commit at least half the cost of 12 billion and then ask for loans and funding to even be considered. No body wants to invest their money in a high risk location. Unless they can see the borrower is serious about getting them profitable returns by bringing in their own money first.

And arranging money for a country the size of Pakistan is really not that hard if you have a competent govt and people in the givt who want to get this project done. There are many ways for arranging funds. Pak gets a billion plus a month from remittance.You can apply a small amount of tax on certain commedities.

Pakistan has to give something in return, CBMs are not one way.
I am of the view that kashmir case should be treated in isolation, not with trade or economic relation.
