LOL! These are domicile certificates issued to avail reservation quota for government jobs and benefits. That is Indian government jobs, and get the benefits they enjoy from Government of India like free ration supplies. It has nothing to do with Indian and non-Indian.

Even the Maratha's protest over such issues, you think Maharashtra is against giving "Indians" domicile certificates?
