yeah and it's an investment only when done on a grand scale- big island, big statue etc. But I'm actually more interested in the mindset. When you create landmarks you create the idea of the 'great city'. Then people slowly start thinking of it as a city that needs to 'live up' to some standards rather than just a hodge podge of people living together in squalor. There is a change in mindset.Actually it is a smart investment. Statue of Liberty generates a lot of money for New York.
