Pakistan eyes free trade pact with Iran


ISLAMABAD: Pakistan has decided to initiate a free trade agreement (FTA) with Iran in the wake of lifting of sanctions on Tehran.

In a meeting with the newly-appointed Ambassador of Iran to Pakistan Mehdi Honardoost on Tuesday, Commerce Minister Khurram Dasatgir Khan said Pakistan was interested in negotiating an agreement with Iran.

“The draft of the FTA template will be forwarded to the Iranian authorities concerned as soon as they express their willingness,” the minister added.

He said the lifting of sanctions has provided Pakistan with a historic opportunity to raise mutual trade and investment as leaders of the two nations envisioned in a 2014 meeting.

The next logical step after a preferential trade agreement is an FTA and Pakistan couldn’t find a better time to initiate negotiations on a new trade agreement, he opined.

“New circumstances merit new agreements and enhanced cooperation for the mutual benefit of the two neighbours,” he added. The banking sectors of the two countries will establish active linkages within weeks to facilitate traders to channel their payments, the minister said.

“In the past few years, lack of recognised and trustable payment mechanism through banks proved to be the single largest factor hindering bilateral trade,” he added.

Bilateral trade with Iran, which was nearing $1 billion, fell drastically as a result of sanctions and the unwillingness of banks to finance trade.

“The last hurdle in resuming smooth trade relations between the two countries has been removed, providing an opportunity to implement the projects which have been in limbo for the last few years,” the minister opined.

“Pakistan wants more predictability in tariffs on agricultural produce and products from Iran. Iranian duties on agriculture fluctuate widely depending upon the time of harvest ranging from on-seasonal highs to off-seasonal lows. The two sides need to agree on sanitary and phyto-sanitary standards as this proves an unwanted barrier in bilateral trade,” the minister informed the Iranian ambassador.

He hoped the conclusion of an FTA between Pakistan and Iran and inclusion of Iran back into the world trading system would bring more predictability and clarity and the seasonal shifts in duties and trading pattern would give way to surer trading regime.

The commerce minister informed that Pakistan has plans to construct three border posts along the Pakistan-Iran border on modern lines to facilitate the land trade.

“These posts will be linked through a single road which would be further connected with the main arteries leading north,” he explained.

Ambassador Honardoost showed his government’s resolve to reactivate trade relations after the removal of sanctions, in particular with neighbouring countries.

Benefits for Iran:

One of Iran’s strategic weaknesses is its lack of deep-water ports. Iran’s southern ports, such as Bandar Abbas which handles 85 percent of Iranian seaborne trade, can only receive 100,000 ton cargo ships. Since most shipping is conducted via 250,000 ton cargo vessels, cargo must first be offloaded in the United Arab Emirates and then transferred on smaller ships which can dock in Iran. Aside from the hundreds of millions of dollars lost to the UAE for the above facility, Iran is also vulnerable to a UAE closure of its seaborne trade in the case of conflict between Iran and the UAE or its GCC and Western allies.

Benefits for Pakistan:

Goods destined for Afghanistan are offloaded at our ports, duty and taxation free, but they end up in Pakistani markets costing us billions/ yr in loss taxation. With most goods entering Afghanistan via Iran means no more smuggled goods into Pakistan plus making heroin and weapons smuggling into Pakistan even harder for Afghans and their Pakistani counterparts.

Indian cost of shipping goods to Central Asian states will be much higher then of Pakistan, we will have access to these states via road and no need to load off load ships costing valuable time and money. India will have to subsides goods to bring it at Par or lose market share. Please tell me, how is this going to be a loss for Pakistan or a Game changer?

Chabhar is limited project only for 3 countries can benefit from it

And still India can only get dry fruits from Iran which it was getting earlier and only difference will be getting Afghan poppy only and few fruits yes India can export something's but again they are limited

Gwadar port importance is more than chabhar because most of oil tankers going to Japan and other countries passing from gwadar and gwadar is only port lies that has deep sea so they can lie their goods in gwadar and transport if via CPEC to other related countries if not all 10 to 16 can benefit soon Russia going to join CPEC for its trade with China

Afghanistan India and Iran we appreciate they develop together but this chabhar is only to counter Pak we seen that Indian kalbhushan is bidding behind chabhar port curtain for years Iran keep feeding him when he caught Iran is also exposed now

Iran and Afghans are no more our friends they are in same category as India for me at least

Iran always supported India over Pakistan don't know why but fact is Iran can do more with Pak than India but it's their choice hope Pak should stop acting blind counter these Iranians and Afghans first who has Indian tongue in their mouths

I agree there is no comparison between India and Pakistan. India is 7x larger in population and size, has the world's most poorest people on earth (below poverty line), GDP per capita is lower, there is higher inflation and unemployment rate, higher national debt, and its apparently a recipient of more foreign aid. Now as far exports are concerned, well reality is you have invited more East India type companies to loot you and all I would say is good luck. ;)

India has been half assing this project for a long time, while continuing to sign treaty after treaty, and promising tens of billions of dollars that have yet to materialize.

I highly doubt we'll see anything materialize anytime soon.

You've good indepth knowledge about Iranian Chahbahar (your post 35) .....So, I have an Offer to Iran :o:...and i need everyone's suggestion on it.....we all know Iranians have some limitations .. like you said...a) deep sea limitation b) UAE as other substitute port ..... why not offer Iranians something precious that cant be easily turned down...by doing this we can fulfill our two goals by one Arrow a) Uninterupted access to Turkey b) Block India for good

If we declare Gwadar-Chahbahar as ONE CITY (not two)....further twist in detail are as follows
a) Any profit generated by Freight Inward (Cargo-Ship to our port from all over the world) will be divided equally b/t two countries...whether shipment reach Gwadar or Chahbahar
b) Profit from Freight Outward...Is the right of each Individual Country seprately.

Yes.. this should be the way to go..
We had to do alot of Oil Business in rupees due to restriction on international banks to deal with the Iran oil trade.. Now as things are falling in place then hopefully ... Indian will compete China and aspiring CPEC with two old friends...

I would have suggested Pakistan to counter such aggressive moves by India, But considering India is dealing with Iranian and Afghans, this project is doomed to failure anyway. We all heard stories about dishonest approach of Iranian in any negotiation. While Afghans have a habit of changing loyalty every season. Mega projects requires lot of money and long term honest business commitments to be successful.

1. Gwader Port at its current stage is for China to have access to the Indian Ocean, Pakistan gets transit fees
2. Chabahar current plan is for India to have access to the Afghan Market. Iran gets transit fees

So whats the problem here? why can't everyone be happy as this way all countries benefit.
Afghan market, Are you kidding me?!! 30 million people out of which 99% barely have any purchasing power for imported stuff aside from smuggled stuff from Iran and Pakistan. For Iran, Port Bandar Abbas make sense since it is close to major population areas of Iran, Chabahar port is far away, all the way in the corner. From economic point of view it is not viable and will be a huge blunder on India's part and they will regret wasting money on it.

Why would China need Gwadar to reach Central Asia? China has a direct border with Central Asia.

CPEC route is primarily for Chinese trade with Africa while Iran's Chabahar port would be primarily used by India to reach Iran, Central Asia and CIS.
It wouldn't be China using Gwadar to get to central asia, where in the hell did you get that idea from?

I am not calling them dishonest, that how British foreign minister and foreign ministers of some other countries have describe negotiating with Iran. Why would Iran stop, they are getting free money for their port, ultimate loser would the the India.

Why do you need Gwadar for access to Central Asia ? You need China or Afghanistan. Central Asian states could export some stuff through Gwadar, I expect most of their exports to go overland to China and Russia.

It's the same reason why China is funding CPEC, and why Russia is interested, the route is short and gives quick access to the African and Middle eastern markets. It's the same reason why Russia is also interested in Chabahar, if Chabahar is ever fully developed.

Karachi is good enough port for trade with Afghanistan. Gwadar is a little closer. I doubt Afghanistan is ever going to take off in the short to intermediate term. To gain access to Central Asia you need either a stable Afghanistan or you need to ask China to allow trade with Central Asia.

Karachi is already overloaded, thus the pressing need for Gwadar. Plus, Gwadar is far FAR closer to Afghanistan, which helps decrease transport expenses.

A stable Afghanistan is not required, just a stable Wakhan Corridor, which is all Pakistan really needs from Afghanistan. From my understanding, Pakistan already uses China as a trade route to central Asia, but it is expensive, thus the need for the route through the Wakhan Corridor.
