That is the perception given to you. During the 90's the US was shutting Pakistan off. Nothing came in, funds were short.. it was just as bad. The story fed to you that the US was pouring love on us in the 90s was the same story fed to us that the US was pouring love on India due to our nuclear ambitions. Fact is, both India and Pakistan were being screwed over.
This is what happened in the NINETIES
1 Pakistan got Pressler amendment ; no more aid and F 16
2 India got a lot of pressure on KASHMIR ; NPT
The Clinton administration was in love with the Non Proliferation lobby
and tried his best to get India's signature first on NPT and when that FAILED
they brought out CTBT ; we rejected BOTH ; Clinton was left sulking
3 However by 1996 Pakistan got some weapons under Brown Amendment
NOT the F 16 but some other weapons from the 650 million dollar that you had paid for the F 16
4 Everything was manageable the pressure on Kashmir and NPT
till the 1998 Nuclear tests by India
Then for TWO WEEKS Pakistan was promised the HEAVENS if Pakistan did not test
its nukes

IN the Nineties the US wanted to cap , roll back and eliminate India
and Pakistan' s Nuclear and missile programmes
They were simply OBSESSED with NPT
NPT was coming for a world wide REVIEW in 1994 ( 25 YEARS after its inception )
Pakistan took the simple position " Let India sign first "
We were under real pressure ; we NEEDED the Dollars and could not
compromise on NPT and Kashmir
India was seen as a
delinquent state by many for its refusal to adhere to or accept both
NPT and CTBT
The CTBT conference was a real slap in the face of US in 1996
We gave them a piece of our mind on the global stage
and they were really pi**ed off with us
