NEW DELHI — India’s negotiations with France’s Dassault Aviation on a $12-billion deal for Rafale fighter jets have stalled due to disagreements over the production of the planes in India, a report said Friday.

The defense deal, one of the biggest ever, was to see the manufacture of the first 18 of the jets in France, with the remainder to be produced under license by Hindustan Aeronautics Limited (HAL), a state-run Indian aerospace behemoth.

The Indian Express newspaper, citing anonymous sources in its report, said that Dassault had refused to take responsibility for the 108 jets to be manufactured by HAL, sparking a row with New Delhi. The French firm reportedly told Indian officials that New Delhi would have to negotiate two contracts, one with Dassault for 18 fighters and the other with HAL for the remaining 108 aircraft.

The defense ministry “completely rejected this suggestion and made it clear to Dassault that it (the French company) will be solely responsible for the sale and delivery of all 126 aircraft,” the newspaper reported, citing sources.

Dassault is thought to have reservations about the ability of HAL, a firm renowned for its inefficiencies, to handle the complex manufacturing and technology transfers, which are a crucial part of the deal.

The Rafale beat stiff competition from six rivals from Russia, the U.S. and Europe last year when India selected the French fighter to replace its aging fleet. Its main rival, the Eurofighter, made by European group EADS, has remained in India and is still hoping to bag the deal in case Dassault is unable to conclude the negotiations successfully.

A Dassault spokeswoman said she was unable to comment immediately on the report when contacted by AFP.

The Rafale has carried out bombing missions in Afghanistan, Libya and most recently in Mali, where it is currently flying sorties targeting Islamist militants.

India’s air force chief said in February that the country hopes to sign the deal with Dassault Aviation by the middle of the year

India is still a poor country. Begged France for almost free Rafale and tech but they said no.

And then @HongWu came along, warned the french and then gave them a strong warning and again a stronger warning and final warning and then the ultimate warning and so on and so forth.

Dassault Rafale has developed a great name for itself, They should not allow it to be ruined by the poor quality of indian workmenship for a mere $12 billion contract. They know really well how indians work after involvement in their dying lca-tejas project

Which A/c have you used to make above Claim ? Chinese copy of Mig 21 Type 74/F-13 or J-7 has after 35 yrs of Copying Engine life of 800hrs and Airframe life of 2500 hrs....

HAL made MIG 21 Type Bison has airframe life of 6500hrs . R25 Engine has over hualling turn schedule of 2500hrs. HAL has made over 1200 A/Cs
HAL makes parts for F 18/ Boeing/AirBUS

HAL has issue on adhering to delivery schedule. Have you EVER visited Hal Plants in Nasik/ Kanpur/ Banglore........................

Russia is now able to sell Sukhoi 30s and Sukhoi 35s mainly because of how the IAF took the platform to new heights. Most of IAF's MKIs are manufactured by HAL, and India's building and using it is the chief reason that many other countries selected it. And Russia has completely outsourced the manufacture of subcomponents, spare parts, fins, canards, stabilizers etc for all foreign users to HAL, because the Russians as well as the foreign users trust HAL's quality.

HAL has also successfully license manufactured second, third and fourth gen jets for decades, and also conducted deep overhauls of some of them completely in house. Eventually, HAL making the Rafales and IAF using them will only add to the prestige of the platform, just as Russia's flanker series had a complete reversal of fortune after the Indian experience.

If the original designers as well as end users believe in the ability of HAL, a resentful troll's opinion doesn't really matter.
 
I see France leaning down to Indian demands. $12-20 Billions is too big to be missed by any country.
 
1.The Frenchies must be cursing the day when they signed this deal with the Indians. Indians are well known all over the world to be very difficult people to deal with.



2. The other factor is F-35. With an Air Chief totally pro-Israel and pro-US and several top leaders pro American, F-35 is still in the contest. Indians are yet to learn how stubborn and unethical these Americans can be for commercial gains.

Yahan hum bachoo ke post padhne thode aate hai. On the same lines I hardly open anything which is in BD section, those are full of illogical post.

Maybe you aren't Good at ECONOMICS.

Firstly, this deal will be close to $20 billion if not more & not $12 billion in all probability.

Secondly, the world's annual arms trade is about $70 billion, & here we are talking about $20 billion just from a single DEAL. It comes out to be about 30% of annual trade of arms, 1/3rd of France's military budget, etc. It will be simply a BOOST to the whole French economy which has reached it's saturation.

Thirdly, for this very deal, everyone from Americans to Russians to English to French were eagerly waiting for the outcome & offering everything that they could offer. In business, only a FOOL will take such a large DEAL as MERE. Dassault hasn't got any overseas deal apart from this one, if they mess this up, it will be simply THE END of Rafale Project.

BTW, if you were thinking that such a large DEAL would go without any hiccups than you were simply Day Dreaming, both sides are working on this deal with full energy, just have patience of few months & you will see the final contract being signed.
 
the french has no confident in indian quality, even just put together an assembled kits. they don't want their plane to be the next 'flying coffin aircraft' like the mig-21. you could understand them..:lol:
 
How exactly can Paris be held responsible for something that will happen in India by Indians ? How can they ensure the delivery on schedule if HAL is to assemble all those aircrafts and start a production line later ? I can understand Indians asking for assurance on the 18 that will manufactured by Dassault but seriously this one is very complicated since there was TOT involved ...
