Analysts say India fanning unrest in Balochistan

* RAND Corporation expert says Indian officials informed
her of ‘pumping money into Balochistan’

NEW YORK: Pakistan has legitimate concerns about India’s involvement in Afghanistan and about possibilities of New Delhi fanning unrest in Balochistan, top experts on South Asia noted in a discussion on Monday.

They said the concerns needed to be addressed for regional security.

“I think it is unfair to dismiss the notion that Pakistan's apprehensions about Afghanistan stem in part from its security competition with India," Christine Fair, a leading American expert on South Asia said. "Having visited the Indian mission in Zahedan, Iran, I can assure you they are not issuing visas as the main activity. Moreover, India has run operations from its mission in Mazar and is likely doing so from the other consulates it has reopened in Jalalabad and Qandahar along the (Pak-Afghan) border.”

Pumping: "Indian officials have told me privately that they are pumping money into Balochistan. Kabul has encouraged India to engage in provocative activities such as using the Border Roads Organisation to build sensitive parts of the Ring Road and use the Indo-Tibetan police force for security."

Fair, who is a senior political analyst with RAND Corporation, also pointed out that India was "also building schools on a sensitive part of the border in Kunar, across from Bajaur. Kabul's motivations for encouraging these activities are as obvious as India's interest in engaging in them".

She said it would be a “mistake to completely disregard Pakistan's regional perceptions due to doubts about Indian competence in executing covert operations”.

Shaun Gregory, director of the Pakistan Security Research Unit at the University of Bradford, emphasised the importance of addressing root causes of terrorism that threatened regional stability.

In this respect, he said anyone seeking greater stability in the region, or seeking to wean support for extremists and terrorists in the country" has to address Pakistan's legitimate security needs".

"This means working with neighbouring countries to draw the sting of issues such as Kashmir and Balochistan. Pakistan, for its part, must move to a fairer federal dispensation and take the opportunity for bilateral progress with India that the present context offers," he said.

Fears: Touching on a point in the context of Indo-Pak tensions and the Indian involvement in 1971 events, Stephen Cohen, a senior expert associated with Washington's Brookings Institution, said US-India nuclear deal had added to fears among some Pakistanis that the US might tilt in favour of India.

Sumit Ganguly, professor of Political Science at Indiana University, said he "never suggested that the Indians have purely humanitarian objectives in Afghanistan. That said their vigorous attempts to limit Pakistan's reach and influence there stem largely from being systematically bled in Kashmir".

"Their role in Afghanistan is a pincer movement designed to relieve the pressure in Kashmir. Whether it will work remains an open question. Meanwhile, I know that the Indians have mucked around in Sindh in retaliation for Pakistani involvement in the Punjab crisis."

However, Ganguly claimed that as much as the Indians may boast about their putative pumping of funds into Balochistan, the evidence for that was thin. app

I would like to see the evidence too like many Pakistanis and there is some evidence such as the Indian weapons etc. Is it an evidence which can be used in a court of law? No.

Now lets talk about the evidence which Gen. Musharraf talks about, i.e. the videos showing Brahamdagh Bugti travelling in Indian consulate cars etc. Present GoP will not surface that evidence because it is trying to make peace with the insurgents.

So why Mr. Sadiq is making such statements? This is more to pacify the population at home. Nothing will happen, it is just like 26/11 pile of evidence and nothing will happen on that front either.

Do you remember the Bombay bombings? Sanjay Dutt is active in politics now and the Indian security agencies provide security to Sanjay Dutt. Kis ney Sanjay Dutt ka kiya ukhaar liya? On top he claims that he was beaten up by the police because his mom was a Muslim.

Keep the statements coming from both sides.

India supported terrorism against Bangladesh (santi bahini), against Srilanka (LTTE), and many more cases. We have seen enough historic and current eveidence of indian involvement in terrorism. We don't have to go or read indian direction on how to read sites or news.

You have to get little more older to see real admission from americans and indians. Just like you are seeing WMD lie and deceit admission coming out and just like india admitted involvement in LTTE and funding terror using santi bahini terror inside Bangladesh.

The amount of lie and deception Americans and their partners in WOT has put out, people in the world and most Americans already accustomed to read their lips. All eyes are now on Prime Minister Manmohan Singh when he makes a statement in Parliament on July 29, where he is expected to either justify or try to wriggle out of his decision to detach terror from the composite dialogue and allow a mention on the threat to Balochistan in the joint statement issued after his talks with Pakistan Prime Minister Yousuf Raza Gilani in Egypt. Although Dr. Singh has denied differences with the Congress leadership over the joint statement and called it "media creation", the fact that he found it necessary to call a meeting at his residence attended by Congress chief Sonia Gandhi, Finance Minister Pranab Mukherjee, and the Home and Defence Ministers to explain what the Government has admitted as "bad drafting" of the joint statement, shows that there are no takers in his party on the Sharm-el-Sheikh goof up. When the Prime Minister came under attack from the Opposition in Parliament, the Congress leaders did not stand by him. The party spokesmen maintained silence saying they had nothing to say beyond what Dr. Singh has said in defence of the joint statement. The Congress leadership believes the decision to give Pakistan an escape route from the Mumbai attacks and agree to hold talks without Islamabad meeting the key requirements of India - to dismantle the terror infrastructure and take action against the perpetrators of the Mumbai attacks - would not go well with the electorate especially in Maharashtra where Assembly elections are due to take place. The Opposition had pilloried the Government for what it described as a sell-out to Pakistan. Already the controversy has given the beleaguered BJP a new lease of life after its defeat ion the Lok Sabha elections.

WASHINGTON: Pakistan has not provided any evidence to the United States of India's involvement in the insurgency in Balochistan, and Washington attaches no credibility to Islamabad's charges in this regard, a top US official has indicated.

The US view on Pakistan's allegation came during a briefing by the Obama administration's ****** envoy Richard Holbrooke, who, while acknowledging that Pakistan brought up the subject during his recent visit to the country, told Washington's foreign press corps, "I would be misleading if I said it didn't come up, but the narrow answer to your question (has Pakistan given you any credible evidence of India's involvement?) is no."

These guys have insider information from the army and ISI. The foreign media is not willing to tackle the problem and just put it down as conspiracy theory due to where their interests lie.
