What China did in 1962 was a cold start doctrine. Before attacking India, they brought US ans USSR under their confidence that when India is being attacked, none of them will intervene and as the objectives accomplish, China will call the seize fire.

It was the other way round. They picked the time of attack when US/Russia were busy elsewhere..
