PM to inaugurate new metro line on December 25, reducing travel time between Noida and South Delhi

The Prime Minister, Shri Narendra Modi, will inaugurate a stretch of the new Magenta line of the Delhi Metro on 25th December. The line connects Botanical Garden in Noida with Kalkaji Mandir in Delhi. It will significantly reduce travel time between Noida and South Delhi. On this occasion, the Prime Minister will also address a public meeting in Noida.

The new line represents one more link in the Union Government’s push to modernize urban transport in the country. It represents the drive towards technology-centric, and environment-friendly mass rapid urban transport systems.

This is the third metro line to be inaugurated by the Prime Minister in 2017. He had earlier dedicated the Kochi Metro to the nation in June, and the Hyderabad Metro in November. As on both those occasions, the Prime Minister will travel on a stretch of this new line, before arriving at the venue of the public meeting.

Shri Narendra Modi has often used the metro to travel for engagements in the National Capital Region. In January 2016, the Prime Minister, and the then French President Francois Hollande travelled from Delhi to Gurgaon, to jointly lay the foundation stone of the Headquarters of the International Solar Alliance. More recently, in April 2017, the Prime Minister, and the Australian Prime Minister Malcolm Turnbull travelled by metro to the Akshardham Temple.

In keeping with the objective of enhancing connectivity through mass rapid transit systems, the Union Government has launched nine metro projects covering a stretch of nearly 165 kilometers over the past three and a half years. Five new Metro Rail Projects covering a total length of over 140 kilometers have been approved. Metro Lines of around 250 kilometer length are proposed to be commissioned over the next two years.

The Union government's proposal for 'strategic stake sale' in Public Sector Udertaking (PSU) Bharat Earth Movers Limited (BEML) has been deferred.

"Efforts will be made to ensure that it won't happen,'' Union Parliamentary Affairs Minister Ananth Kumar said here on Wednesday.

Speaking at an event organised for formal handover of intermediate Metro cars to BMRCL, Kumar said he that has spoken to Defence Minister Nirmala Sitharaman and Finance Minister Arun Jaitley in this regard.

Noting that BEML plays a major role in defence sector as well as indigenisation of key technology required for transport systems like Metro and suburban rail, the minister said, "The finance minister has agreed that BEML should continue as a public sector company."

Kumar said he would urge Railway Minister Piyush Goyal to award all tenders for railway coaches to BEML.

"BEML's Bengaluru, KGF and Palakkad units should grow to become the technology hub for making Metro and railway coaches in the country. I will bring the railway minister for a visit to show him the company's technological prowess," he said, requesting the Chief Managing Director of BEML Deepak Kumar Hota to prepare a concept note in this regard.

HAL airport

Kumar said he has held discussions with Prime Minister Narendra Modi, Civil Aviation Minister Jayant Sinha as well as Chief Minister Siddaramiah to turn HAL airport into Maintenance, Repair and Overhauling (MRO) Centre.

"At present, our planes are going to the US, Singapore and other foreign countries for MRO facilities. Being an aerospace technology capital, Bengaluru should have such a facility. The HAL airport should become a such a hub," he said.

Inaugurates COMET 2018 management meeting

Addressing the inaugural session of the COMET 2018 management meeting here today, Sh. HardeepPuri, MoS(I/C) Housing and Urban Affairs acknowledged the effort of Communities of Metros, i.e. the COMET in bringing together Metro professionals from all over the world and providing opportunity for mutual sharing of knowledge and ideas for improvement in the performance of the Metro rail sector globally. Sh.DurgaShankerMishra, Secretary, Ministry of Housing and Urban Affairs,Sh.Mangu Singh, MD, Delhi Metro Rail Corporation and representatives from the Railway and Transport Strategy Centre (RTSC), Imperial College London were also at the meeting.

Observing that holding of this meeting in India has a significant relevance to the metro rail in India as the country has undergone a metro rail revolution in the last decade, the minister informed that from a humblebeginning of just 8 km in 2002, 425kmof metro lines are operational as of now in 10 different cities across the country. With many cities planning for metro rail and in next few years, the network length of the Metro in India is expected to cross 700 km. In addition to this, regional rail transit systems are also being planned to unclog the cities, the minister said

He informed that with a view to systematically augment the metro rail transport in India, the government has issued the Metro Rail Policy last year. The policy enables greater private participation, innovative financing, value capture finance and provides more options of financing by the government for creation of metro rail infrastructure. This policy will go a long way in further boosting the growth of metro rail.

He said that the forerunner of India’s metro rail success has undoubtedly been Delhi Metro with an operationalnetwork of 231 kilometres and carrying three million people every day. He expressed confidence that within a year the network length in India’s National Capital Region will cross the 350 Kmand will place Delhi among the first five cities having the largest metros in the world. The success of the Delhi Metro has shown the other cities in India that such large projects can be efficiently executed and operated here.

He emphasized on the need of devising technologies that will help in constructing and operating Metro systems in the sustainable manner and urged the participants to take with them valuable inputs from the conference which will help them provide better services to the passengers.

“I-METROS”, an association of all Indian Metro Rail companies was launched by Sh. P K Sinha, Cabinet Secretary, Government of India at the Conference on “Indian Metros: Collaborating for Excellence” held at Metro Bhawanhere today. The platform will be a forum for exchange of ideas, pooling of knowledge and sharing of experience, best practices, innovations etc. among the Indian Metro Rail companies to nurture excellence in performance. Secretary, Ministry of Housing and Urban AffairsSh. DurgaShankerMishra,DMRC’s Managing Director, Dr. Mangu Singh and representatives from Metro organizations from all over the country were also present on the occasion.

Speaking on the occasion, Sh. Sinha said that suggestion for such a common platform for idea and experience sharing for all the Metros had come from the Prime Minister himself and that he was glad to see considerable progress in this direction. He expressed confidence that‘I-METROS’ will go a long way if it progresses in the right way in terms of sharing of best practices and adoption of the latest technologies. Sh. Sinha also appreciated the journey of the Delhi Metro and said that Delhi Metro has been a real success story which has set benchmarks for othermetro organisations in the country.

Secretary, Ministry of Housing and Urban Affairs, Sh. DurgaShanker Mishra saidthat, “The government has come up with a new Metro policy last year which will pave the way for creating an eco-system for the rapid growth and development of Metro systems in the country.”

Cabinet Secretary Sh. P K Sinha also released “The Operator’s Story”- a publication by World Bank and Railway and Transport Strategy Centre (RTSC), Imperial College London, on findings of the research on “What makes Metros successful”.

The conference on “Indian Metros: Collaborating for Excellence” was also attended by representatives of Metro systems from all over the world who are in Delhi to attend the management meeting of the Community of Metros (CoMET).

First Regional Conference on Mass Rapid Transport Systems for Urban Areas – Opportunities and Challenges starts in Kolkata

The Managing Director, Delhi Metro Rail Corporation (DMRC) Shri Mangu Singh said that there is a need for expansion of metro transportation in tier-II cities. He said that it is not necessary that every city has a metro system, rather it should be based on the requirements of each city. In this regard, he mentioned that they have recommended alternative transport mode for Dehradun, capital of Uttarakhand. Shir Singh was delivering the inaugural address at the first regional conference on ‘Mass Rapid Transport System (MRTS) for Urban Areas – Opportunities and Challenges’ in Kolkata today.

Shri Rakesh Ranjan, Advisor, NITI Aayog stated, MRTS which is beyond metro rail, has a critical role in regional connectivity. However, issues of under-investment in MRTS needs to be addressed, he said. He also spoke in length on the financial viability of metro railway system in the light of investment requirement in urban transport system which amounts to Rs 100 thousand crores. In his address, Mr. Soon-sik Lee stated, AIIB is enhancing the quantum of loan to India from existing US $ 1.7 billion to 2 billion. India is a founding member of AIIB.

Dr. Kumar V. Pratap, Joint Secretary (Infrastructure, Policy & Finance), Ministry of Finance stated, MRTS is necessary for its efficiency and environmental benefits because it causes less pollution and less congestion thus providing more efficient and cost-effective services, which is in tune with the mantra of the Government. With MRTS, more people per unit of energy can be transferred as compared to personalized transport, he said. Hence, MRTS is economically more viable in comparison to other modes of transport. Shri Mukund Kumar Sinha, Joint Secretary, Urban Transport, Ministry of Housing and Urban Affairs, stated, investment requirement for MRTS is to be around 4 billion US dollars in the next five years.

Shri Mangu Singh, Managing Director, Delhi Metro Rail Corporation Limited, further opined that a good transport system is necessary for social, economic and cultural growth of India, provided with matching resource and developmental facilities to keep technology updated. He further pointed out that a sustainable urban transport system too, is the need of the hour in the present green field scenario of India. Urbanisation is the natural centre for growth. Investment in the MRTS will decrease pollution and accidental rates. He further stated, DMRC is growing in its role as a nurturing hub for other metro rail aspiring cities. DMRC with enhanced emphasis on renewable energy, is providing consultancy to Bangladesh and Indonesia for their respective metro rail projects.

Shri Parashuram Singh, Managing Director, Kolkata Metro Rail Corporation, mentioned the impediments lying in the extension of Metro Rail in Kolkata, including the reality that Metro Rail has to take into account the heritage buildings lying in alignment with it as well as the burden of removing 1000 hutments lying along its alignment.

The other dignitaries who spoke on the occasion included Shri Kumar Keshav, Managing Director, Lucknow Metro Rail Corporation Ltd., Miss Deepa Kotnis, Executive Director, Bangalore Metro Rail Corporation Ltd. and Prof. Sanjay Gupta, School of Planning and Architecture, Delhi among others.

The conference was jointly organized by Ministry of Finance, AIIB, ASSOCHAM and Research and Information System for Developing Countries (RIS). Before the third annual meeting of Asian Infrastructure Investment Bank (AIIB) to be held in Mumbai from June 22 to 27 this year, eight such regional conferences will be held on the issues relating to infrastructures development, sustainable infrastructure, mass rapid transportation system, port and coastal infrastructure, urban development and the like in eight different cities of India.

Boost to Metro connectivity

Cabinet approves extension of Delhi Metro corridor from Noida City Centre to Sector-62, Noida Uttar Pradesh

In a major boost to public transport infrastructure in NOIDA, the Union Cabinet Chaired by Prime Minister Shri Narendra Modi has approved extension of Delhi Metro corridor from Noida City Centre to Sector-62, Noida Uttar Pradesh covering a length of 6.675 k.m. at the total completion cost of Rs.1,967 crores. Gol liability will be Rs. 340.60 crore on account of Grant and Subordinate Debt.

Details:

1. Approval for Extension of Delhi Metro corridor from Noida City Centre to Sector-62, Noida, Uttar Pradesh covering a length of 6.675 k.m.

1. Total completion cost of the project is Rs.1,967 crore.
2. Project will be implemented by Delhi Metro Rail Corporation Limited (DMRC), the existing Special Purpose Vehicle (SPV) of the Government of India and Government of National Capital Territory of Delhi.
3. Project will be covered under the legal framework of Central Metro Acts, Metro Railways (Construction of Works) Act, 1978 and the Metro Railways (Operation and Maintenance) Act, 2002, as amended from time to time.

Major Impact:

The extension of Delhi Metro corridor from Noida City Centre to Noida Sector 62 is the extension to Dwarka-Noida City Centre line of Delhi Metro system which will result into people being assured about their mobility and thus more people will like to move to this satellite town of Delhi, thus decongesting Delhi. As a result, more residential and commercial complexes will develop in this region. With metro rail in place, there will be less vehicular traffic on roads leading to less congestion, less time and cost of journey, less consumption of fossil fuel and less environmental pollution.

The population of Noida and people of surrounding areas will be greatly benefitted by the extended line. At the project site, approximately 800 staff including Engineers and other staff have been engaged. Further, DMRC has started the procedure for recruitment of around 200 employees for Operation & Maintenance of this corridor.

About 81% progress of civil work and 55% of overall financial progress of the project have been achieved.

Background:

The Noida city, located in Gautam Buddha Nagar District of Uttar Pradesh State, was created under the Uttar Pradesh Industrial Area Development Act. It possess all modern amenities and is considered to be one of the most modern suburbs of Delhi in the National Capital Region (NCR). The population of Noida as per 2011 Census of India is about 6.42 lakhs. Due to lush green and open area in the city, more and more people from Delhi and surrounding area are preferring NOIDA as their settling place.

The trend of urbanization of Noida is upward. Number of Industrial and Institutional units is also being established in this city. Noida mainly has road linkages with Delhi and the adjoining areas of Uttar Pradesh and Haryana State. People come for work to Noida from other places and vice versa. These factors will lead to increment of traffic demand and need for an efficient pollution-free mass rapid transport system. Noida is connected by Metro rail and trains are running upto Noida City Centre (Sector 32 Noida). It is proposed to extend the Metro Corridor from Noida City Centre to Noida Sector 62 by a length of 6.675 Km with six stations. Noida does not have railway station and the nearest railway station is Hazarat Nizamuddin, New Delhi which is at a distance of about 15 km. The nearest airport Delhi is at about 35 km from NOIDA. The population is expected to grow exponentially in Noida region in the coming years.

CM, Ministers likely to take part in function to be held at Egmore Metro station
The two underground stretches of the Chennai Metro Rail — from Nehru Park to Chennai Central and Saidapet to AG-DMS — are likely to be inaugurated on Friday, sources said.

The function will take place at the Chennai Egmore Metro Rail station at 9 a.m., sources said. “The Nehru Park-Central stretch will be inaugurated at this station; and the Saidapet-AG-DMS stretch will be inaugurated too, through video conferencing. Chief Minister Edappadi K. Palaniswami, Union Minister Pon Radhakrishnan and other Ministers are likely to participate in the event,” an official said.

Arrangements for setting up the stage for the event and other facilities have begun, sources added.

Minister for Industries M.C. Sampath visited the Chennai Egmore Metro Rail station on Tuesday evening and supervised the arrangements.

The 2.7-km stretch from Nehru Park to Central will run through three stations —Nehru Park, Egmore and Central.

The Nehru Park station has been operational for a year now, when it was opened as part of the underground stretch from Thirumangalam to Nehru Park.

The other stretch from Saidapet to AG-DMS covers 4 km, with stations including Saidapet, Nandanam, Teynampet and AG-DMS.

The opening of these two stretches means commuters can take a direct ride from Central to the airport and also AG-DMS to the airport, thus saving time to a great extent; commuters need not change trains at the Alandur Metro Rail station. Sources said it may take around 45 minutes to travel from Central to the airport, a distance of about 25 km. Similarly, a distance of 15 km from AG-DMS to the airport may be covered in about 35 minutes.

Though the opening is in a few days, sources said there is still some civil work left to be completed.

PM inaugurates Bahadurgarh-Mundka Metro Line via video conference

The Prime Minister, Shri Narendra Modi, today inaugurated the Bahadurgarh-Mundka Metro Line via video conference.

Congratulating the people of Haryana and Delhi on the commencement of this new section of the Delhi Metro, he said he was happy to see Bahadurgarh connected with the Delhi Metro.

This is the third place in Haryana, after Gurugram and Faridabad to be connected like this.

The Prime Minister spoke of how the Metro in Delhi has positively impacted the lives of citizens. Noting that Bahadurgarh is witnessing tremendous economic growth, the Prime Minister said that there are several educational centres there, and students from there even travel to Delhi. The Metro will make this more convenient, he added.

Shri Narendra Modi said that there is a direct link between connectivity and development. He said the Metro will mean more employment opportunities for the people in the area.

The Prime Minister said that the Union Government has brought out a policy relating to Metros, to bring uniformity and standardization in metro rail networks across the country. He said the objective is to build convenient, comfortable and affordable urban transport systems in our cities. He said that the aim is also to boost “Make in India” by making metro rail coaches in India itself.

The Prime Minister said that the process of making Metro systems is also linked to cooperative federalism. Wherever Metros are being built in India, the Centre and the respective State Governments are working together, he added.

Noting that New India requires new and smart infrastructure, the Prime Minister said that the Union Government is working on roads, railways, highways, airways, waterways and i-ways. There is focus on connectivity and on ensuring that development projects are completed on time, he added.
