Nope, Cyber City in Gurugram is a big office space complex where most of Fortune 500 companies have their offices in.

GIFT City is an IFSC (International Financial Services Centre), kind of like what Singapore, Dubai and Hong Kong are. GIFT City is a long term project hence will take 10-20 years to reach the levels other IFSCs are today. Currently progress is slow because of speculations among investors, investor will invest if someone else is investing in office or residential space, and a real estate investor will invest if someone invests in GIFT city for office space (demand increase), so it will take time to gain momentum beyond speculations. Will be connected to metro train by 2024 after which it will see some increase in speed of work.

The GIFT is supposed to look like this when completed.
