In the planning stage, Pak and China will not have had spent hard earned (or borrowed) dollars on key infrastructure.
Money not spent is money not lost.
Its more prudent to sabotage built infrastructure which either costs more to salvage or makes the route and infrastructure costly (in terms or man and material to utilize).
When one has to pay (in terms of interest or loans repayments) for infrastructure that does not generate the intended revenue, that's when the real sting is felt.

Not that I'm saying India has any plans to do this...
But simply pointing out the counter to your argument that CPEC is "untouchable" once implemented or completed.
