India committed to capacity building of the Vietnamese Armed Forces

I doubt that the Philippines can contribute as we only have two refurbished Hamilton-class cutters that are converted into a frigate, three Peacock-class corvettes, WW-2 era ships and the rest are patrol ships/fast attack ships. The only "jet" we have at the moment is the Aermacchi S-211 which is very small compared to say, Chengdu J-10.

It's the thought and voice that count, not the war effort. Nowadays, a nation hardly achieve a militarily victory. Normally two nations fight a few battles of arms, then sit down and start battles of words. The battle of arms may affect the outcome, but it's the battle of words that decides who wins or loses.

Aside from that, i never seen a Nobel laurate from Vietnamese as we seen in India in any category. It's not a comparable thing. Vietnam is really one ethnic group. India is literally a civilization state, holding together a whole civilization of peoples together. 24 official languages,many scripts, many ethnic groups, many religions, many ideologies, etc. and it's still surviving and slowly getting stronger, even when it's messy.
