NEW DELHI, June 24 (Reuters) - India will build a second international airport near its capital city in the next four to five years, costing an estimated 200 billion rupees ($3.10 billion), the government announced on Saturday, to meet explosive growth in passenger traffic.

The Noida International Airport near New Delhi will be built from scratch in phases and is expected to cater to 30-50 million passengers per year (MPPA) over the next 10-15 years, the civil aviation ministry said in a statement.

Air travel in India, one of the world's fastest-growing aviation markets, has boomed in the last decade as it opened up to competition, ticket prices were slashed and the number of people wealthy enough to travel swelled.

Air traffic in New Delhi's Indira Gandhi International Airport is expected to reach up to 91 MPPA in next three years and touch its peak handling capacity of 109 MPPA by 2024, the statement said, highlighting the need for a second airport near the capital city.

"We have granted in-principle approval for a greenfield airport at Jewar (Greater Noida) to cater to the growing flying requirements of NCR," Civil Aviation Minister Ashok Gajapathi Raju said in a tweet.

NCR, or the National Capital Region, encompasses Delhi and several surrounding districts of Uttar Pradesh, Haryana and Rajasthan states.

The new airport in Greater Noida in northern Uttar Pradesh state, will be 72 kms (about 45 miles) away from New Delhi's Indira Gandhi International Airport. The 3,000 hectare (7,400 acre) airport will have one runway in its initial phase, adding three more in subsequent phases.

The state government along with Yamuna Expressway Industrial Development Authority will bear the land procurement cost. Contracts for this public-private partnership project will be awarded after competitive bidding, the statement said.

Most of India's 40 largest airports will exceed their design capacity within a decade based on projected growth rates, consultancy CAPA estimates, with Mumbai and Chennai fast approaching saturation.

India's government plans to open 50 disused airports by 2020, and has given approval for 18 greenfield airports.

Delays in acquiring land, as well as the inability of debt-laden domestic airport operators such as GMR Group and GVK to invest, have stymied expansion proposals.

20000 crores for a new airport near Delhi is too much. WTF. Land is costlier in Noida, agreed. Then move it somewhere else. Why there is even a need for a second airport. Does Singapore, HK, Dubai, London have 2 airports?

Efficient management is necessary. Build 10 parallel runways, expand existing airport for all I care. Dont want tax payers money wasted like this.

New Delhi has more than 20m people, far larger than the cities you listed. But yeah, I still prefer expanding existing airports with new terminals rather than building a new airport at another location. It's more convenient if you have to change flights between terminals rather than airports at different locations.

London has six major airports: London City, Gatwik, Heathrow, Luton, Stanstead and Southend

Singapore has 2 Selator and Changi

Dubai has 2 Dubai international and Al Maktoum. 3 if you count sharjah which is just 30 KM from Dubai

Many major cities have multiple airports

https://en.wikipedia.org/wiki/List_of_cities_with_more_than_one_airport

I dont know whether you have ever lived in Delhi NCR or not. Consider a person who is living in Greater Noida (which is part of Delhi NCR). He has to travel 50 KM to reach the airport which in Delhi traffic will easily take 2 hours

It is not just the number of runways or terminal space. You need to cater to an expanded population catchment

Many Indian ciites need multiple airports Bangalore and Hyderabad already have old airports which can be easily revived for short distance domestice operations. For exaple Bangalore airport is 45 KM from the city center. If someone wants to take a flight from bangalore to chennai or hyderabad they spend more time on the way to the airport as compared to the flight time. Same is case with hyderabad where the airport is far from the city. The older blr and Hyd airports can be used for flights with one hour flying time.

Mumbai airport is burting at its seams and there is no place to expand. A new airport is being planned at Navi Mumbai. It can be an additional airport apart from the chatrapati shivaji airport

Not against new airports. But the cost. If you can build a feeder airport at Noida for a billion, am fine. You very well know in rupee terms, building an decent airport for 6500 crore INR is not bad at all. But 20000 bucks?

And no. Selator Airport is for Chartered flights. Changi, HK which has more traffic than Delhi, and yet they manage flights on their limited lands. Even if Heathrow is "Feeded" by 6 airports, it still handles 30m more passengers than Delhi. The need of the hour is management. Indians are known for utilising till our last paisa. There might even be corruption involved in this. We could infact build airport express highways from Noida to connect to the airport, which might even be cheaper than 6500 crores.

India needs more airports and more infrastructure, but it places where it is painstakingly wanted. I am not a fan of two airports separated by large distances. Build 10 Terminal buildings, 10 runways, 1000 gates, expressways. But do it efficiently.

.
Delhi already has 2 terminals , domestic and T3. As long as this is not a populist decision I am fine with it.
But why open it near Delhi , why not open one near Lucknow to cater to a potential large increase in traffic in UP ?
T3 was bursting at the seams last week with thousands of people going for Haj . Most probably they are from UP. So Lucknow would be better.

IGI has a capacity of 60 Million an year and it is being expanded to 90 million

It is not the capacity issue it is the distance issue also. Same is the case in Hyderabad and Bangalore

The extra airport is in addition to the increased capacity.

And regarding the cost. You cant build a decent airport in $1B

Here's a few articles containing cost estimates:
https://www.quora.com/How-much-would-it-cost-to-build-an-airport

$2.5-3B is pretty reasonable if you need 25-30 Million capacity, ability to handle A380, extra land for future expansion, couple of runways etc

Lucknow already has an international airport

Apart from Lucknow other airports in UP are
Kanpur
Gorakhpur
Agra
Allahabad
Bareilly
Varanasi

The present airport is becoming congested...

In big cities like Delhi and Mumbai with increasing air traffic, multiple airports are a necessity. London actually has 6 airports. NYC has 3 major airports (JFK, Newark and LaGuardia). It's a much better investment than the monstrous statues they're building.

Well you are right about Lucknow but only 6 international airlines are flying to Lucknow incl air India.
We have to develop new airports in high density areas like UP so that unnecessary travel to Delhi etc can be reduced.

It is just a matter of demand and supply. If more people are travelling and the airlines find the route profitable more airlines will fly
