The world felt threatened by Islam in the early days, in the middle ages until British started conquering the world..

The conquest was first done under the government forces.. it is now driven by individuals, who play in the hands of enemies.. Islam doesn't allow Jihad in the individual capacity.. the government needs to make the decision..
