This is actually a usual indian ploy

When kashmir flares up and the hatred for india becomes intense with the people throwing slurs, stones and more the indians have a habit of trying to get into a border skirmish no matter if a few indian soldiers are killed intially or in the response, all to try and take the focus on kashmir freedom struggle

They did the same after Kashmir erupted after Burhan Wanis death
