Tracible SHOULD mean each ballot paper has to carry a serial number or barcode or Government seal or a combination that can subsequently be verified as being genuine. These ballots are placed in a container.
Electors then RANDOMLY pick up a ballot paper and place it in the voting ballot box.
Votes are then counted and verified as genuine and a victor declared.
This way the vote is both SECRET and TRACEBLE and in line with ECB and SC instructions.

If it is known before the voting who has which ballot paper
then it is no longer SECRET and the vote is not just TRACEBLE but actually TRACKABLE making this vote invalid and contrary to ECB and SC instructions.

I believe IK wants the votes to be TRACKABLE and hence in contravention of both ECB and SC directives.
