IMF's problem with Pakistan is not just a question of political strength of current government but a historical record of deception. The reason for this step is NOT because the present government has "no democratic status". IMF is discussing the plan with it, after all. The goals here is to ensure continuity of what is agreed upon, with opposition parties (not just one party), since the tenure of the present government is only a short one until the next elections as stipulated under the Constitution. Perfectly logical.
