Not entirely true. But in any case, most of the religious tirthstans are in India and let's face it - open display of Hinduness may be costly. I know personally.they shouldn't, India is a secular country, no Hindu anywhere should feel a sense of loyalty because of reasons of faith, there no 'ummah' system in dharm, maybe loosely in a 'with all of mankind' kind of way, but not based on personal faith.
India should welcome anyone who wants to come over - there are not many anyway. No blame needs to be given on Pakistan, the aim should be entirely humanitarian. No political brownie points need to be scored in this matter.
