At the moment it seems Establishment is trying their best to keep IK even if it means resorting to twisting the constitution and resorting to gross human rights violation.

We have seen where this leads us to. There is and should be no same page. Elected civilians are to lead, rest are to follow as per constitution. Any grade22 wala, uniformed or otherwise, needs to stay in their pants and follow orders.

But it doesn't work like that in real life. When it comes to foreign relations, security internal security, the civilian government has to come to an agreement regarding any policy they will follow, the secret agencies inform the PM and government on what other governments are plotting against them etc. It happens in all governments but they have agreements in place where they sit down and come to one policy. The nations which don't agree have internal fighting like Pakistan, a sign of a weak state.
