This sentence has been used very frequently. Let's look closely if it's use is correct or not.

Actually democracy is misunderstood.

If people are happy with a king, monarch or an entity ( technocrats ), there is de facto democracy prevailing. When there is question of replacing that king, monarch or entity, there's no other way out than democracy. You will have bloodsheds, revolutions etc. etc. In the end democracy will prevail. So it is wise to give democracy a fashion from the beginning.

There's no question of weighing the votes when you have set minimum criteria of 18 years of age. Obviously non citizens aren't eligible to vote no matter how educated they are. So democracy means giving equal status to all the citizens hence respecting the sovereignty of the state.
