Azlan I can understand what you are stating here however, we need to understand that despite the amendment in the old blasphemy law which was introduced by the British raj in subcontinent, under the same old law even Muslim Pakistanis can be punished for offending religious feelings of minorities.
If my memory is not fading wrgt to study of the constitution and laws then I think it was introduced by the British in the subcontinent in the form of Article 295 which was for all the religions.
But why the law needed amendment or addition even during British RULE in subcontinent ?? did you ever ponder upon the reasons?

From 1860 to 1927 the same British blasphemy law 295 was there for everyone.
The law Section 295 says/ said :
"Injuring or defiling place or worship, with intent to insult the religion of any class. Whoever, destroys, damages or defiles any place of worship, or any object held sacred by any class of persons with the intention of thereby insulting the religion of any class of persons or with the knowledge that any class of persons is likely to consider such destruction, damage or defilement as an insult to their religion, shall be punished with imprisonment of either description for a term which may extent to two years, or with fine or with both"
However in 1927 subcontinent or for that matter British India faced religious riots when a HINDU named Raj Pal wrote a derogatory book against Last Prophet of Islam (Muhammad) (PBUH). This maloon Raj Pal insulted the Prophet of Islam in the most foul way. This incident forced the Britishers to amend the Blasphemy law by adding article A to the section making it 295 A which was to discourage hate speech or any such act which could hurt the feelings of any religion.
If I am not wrong India currently also carries same 295-A for such incidents (if it is not the case then any Indian can explain or clarify though am sure it is still intact).
Now coming to Pakistan then we still carried this British law 295 with further amendments like 295-B and C in 1980 according to which any insult to the Holy Quran and Prophet was punishable by life imprisonment.
There was no death penalty till 1986 but then that year death penalty was included while in 1992 during Nawaz govt the life sentence was removed and replaced with mandatory death penalty.

Yes Hindu can file case of blasphemy in Pakistan against anyone for insulting their religion. It is another matter if how many of them know about their legal and constitutional rights.
