IAF grappling with free fall in fighters, will have to fly upgraded MiG-21s till 2025 - The Times of India

NEW DELHI: Just ahead of its 81st anniversary on October 8, the IAF has virtually sounded the red-alert over its fast-dwindling number of fighter squadrons. Confronted with the government's slow decision-making, fund crunches and Hindustan Aeronautics' sluggish performance, the force is now being forced to further stagger the already long-delayed retirement of its ageing MiG-21s and MiG-27s.

The grim situation can be gauged from the fact that IAF will continue to fly its 110 upgraded MiG-21 "Bisons" — of the total 260 MiG-21s still in its combat fleet — till 2025. Making this startling admission, IAF chief Air Chief Marshal (ACM) NAK Browne on Friday said, "We are authorized 42 fighter squadrons but, at present, we are much below that."

Though the primacy of airpower in shaping battles is undisputed, and both China and Pakistan are fast bolstering their fleets, the IAF is down to just 34 fighter squadrons (each has 16-18 jets) as of now.

So, even as plans are underway to upgrade airbases and advanced landing grounds for both the western and eastern fronts, there is a crippling shortage of modern fighters that can be deployed there.

With MiG-21 and MiG-27 squadrons slated for progressive phasing out over the 12th and 13th Plan periods (2012-22), IAF is desperate to ensure its long-standing new fighter induction plans are not derailed any further.

The topmost priority is the almost $20 billion MMRCA (medium multi-role combat aircraft) project to acquire 126 fighter jets, even as it will progressively induct the remaining 100 Sukhoi-30MKIs of the 272 such fighters contracted from Russia for around $12 billion.

The long-drawn MMRCA technical and commercial evaluation process began in August 2007, with the French Rafale fighter finally emerging the winner in January, 2012. But the contract — under which the first 18 jets are to be imported and the rest manufactured under licence by HAL over six years — is nowhere near being inked.

"The MMRCA and the first two squadrons of Tejas light combat aircraft (the indigenous fighter project sanctioned in 1983 but still to fully fructify) are very critical for us to maintain our deterrence capability. Otherwise, our force-levels will go down rapidly," said ACM Browne.

With the country headed for general elections, it's highly unlikely the MMRCA contract will be concluded in the ongoing fiscal. But the IAF chief said, "There is no back-up plan. The MMRCA is the only option, and it is highly doable. If we sign it by next year, the first MMRCA should come to us by 2017. We cannot delay it any further."

Even the long-term plan for co-developing the fifth-generation fighter aircraft with Russia is in the doldrums. It will take at least another year to ink the $11 billion "full design R&D contract" for the futuristic fighter, admitted ACM Browne.

As per the earlier timeline, IAF was looking to induct over 200 of these swing-role stealth fighters from 2022 onwards. But that may not be possible now. India will eventually spend around $35 billion on this project over the next 15-20 years, with each jet to be subsequently produced costing over $100 million.

Servers them right for not supporting the LCA.

A kick in the balls is just what IAF need to make them long for Indian products.

But our pilots are dying man!

How can you say this?

Because of this bloody so-called government, young men are dying.

Remember, NAK Browne or RG or anyone doesn't fly these jets; it is the common civilian who joins IAF to serve his motherland.

What about him!?

I agree. Rather than engaging in blame game, out objective at this point of time should be how to set things right !

Both for our youth and our country !

With China's aggressive postures and threat of having had to wage two front war , our defence capability needs to maintain parity of balance vis a with these two countries !!!

Any escalation with China will bring disquiet along our western border ....this is not 1962 when Pakistan could be restrained by US .

we should be prepared for Two Front War all the time ....with objective to avoid such situation in first place .

and air supremacy in that regards is imperative .

Conclusion of both MMRCA and LCA is vital to achieve this ....

The Problem is not IAF is not taking indigenous products, we currently do not have a product to induct! the first 40 fighters are only for training/acclimatization and they will not see combat duty due to thrust issues. IAF needs MK2 for combat duty which is still at drawing board. so we cannot blame IAF. In fact there was a article on why IAF was not on board initially as they have shown maturity
http://tkstales.wordpress.com/2012/04/02/the-tejas-arrives/
Also NOW most of the delay seems to be mainly due to tussle between HAL and DRDO.

.
The least that IAF can do is ensure that once the LCA gets FOC sometime around 2015, there are multiple production lines at HAL to ensure that respectable numbers of Mk1 and Mk2 aircraft are in service by 2018. I fear that the MMRCA aircraft(whichever it is finally!) wont see active service before 2020. God help IAF in case they've to fly junk till 2025!:hitwall:

Guys, Simplest solution is to order Mig 35 for Rs 150Cr each. It is a very good plane for such a low price. They offers AESA also. Russia had offered a technology to make plane highly agile if India orders Mig 35. It will be a nightmare for enemy if they face mig 35. Order at least 3 squadrons. They are cheaper than Mirage upgrades.

.
Wait, so they will fly Mig-21s till 2025, but they cannot accept a much superior LCA mk1 NOW? They have a Tejas in hand NOW that is superior to the mig-21 in every single parameter, and then some more. And yet they won't accept it for frontline duties. Sorry, they have no right to sound alarmist if they are prepared to use the mig-21 till 2025. If their complaint was about the lack of medium/long ranged medium/heavy fighters, then they have a point. But using the mig-21s for another decade, instead of the homegrown Tejas? Take a hike!

Our soldiers are dying due to terrorism.............why double standards for pilots ?

In fact the Ratio of soldiers to pilots deaths is VERY skewed.

IAF is squarely responsible for the situation so no point in blaming others for their own shortcoming and lack of vision. I am sorry, but I have zero sympathy for them. If the IAF really cared they should have adopted Indian planes with all their limitations rather than stick to mig 21 and risk pilot life. Since they don't care, I have little sympathy for them.

Its an unpleasant thing to say, but it is something that must be said.

.
Some of the pains are self inflicted, LCA was supposed to replace mig-21 fleet, but IAF constantly changed their requirement. Push for the LCA in large numbers, it is already better than mig-21 and most of the other fighters it is supposed to face.

And don't forget the Arjun, otherwise IA might face the same problem in future.

Looks unlikely to happen before next government is formed, but the best option available right now is to fast track negotiations and sign MMRCA deal with Dassault. Even if we go for a new fighter, not much of options are available Off the Shelf and given that IAF is completely satisfied with Rafale, its best to put all efforts to get Rafale inducted in IAF ASAP.
Just one of those days when we can regret delays in LCA induction.

Push Tejas MK 2 fast.

Buy some SU 35.

IAF should induct Tejas instead of upgrading these flying coffins :help:

That's the best solution ....

LCA needs to be fast tracked ....

We are specialists in coming back from the brink of disasters !

The situation can be brought under control even now if we act wisely .

Guess we will have to wait till 2020 to see IAF strength restored ....

But by then the gap between China and India would have been widened farther ....

anyway India has to 'maintain' its numbers and not 'match' China ....and even then we are likely to lag in maintaining ' credible' numbers vis a vis China !!!

they will not accept tejas till MMRCA deal is signed.

1. if they go for tejas before that , the pressure to buy new planes will be reduced.
2. If they dont , then there is a mig 21 going down in every few months and these IAF chiefs can stress the need for MMRCA and urgency.

Is it easy to get $20 billion without any pressure ?
