He discovered, much to his surprise, that reports of repression and genocide of the Uyghur minority in Xinjiang appear wildly overstated and do not reflect what he experienced at all.

If he said 'False' that would be unequivocal that there are none. But there are enough that he could not deny that warrants attention and investigation. Language is not important but critical. It is not that he could not deny out of conscience, of course, he could outright deny IN SPITE of conscience as past journalists have done for other dictatorships. But he saw enough that he realized material evidences would laugh at him if he deny. So he had to use underwhelming language to even try to influence the current perception.
